The latest advices from Cuba state that only a few bands of insurgents remain in arms. The Spanish general has proclaimed that all slaves of rebels are free, and also all who have acted as guides to troops. The Isthmus of Darien surveying expedition has failed to find a practicable route for a canal.: / ,- A resolution has been introduced; into Congress requesting the President to negotiate for a union of the British possessions in America with the United States. The motion was rejected, but ordered to be printed: The Bed' Biver difficulty has been settled by the creation of a new province called Manetion, with a lieutenant-gover-nor and local representative institutions, both senators and delegates to be sent to the Dominion Parliament.
