Constitutional government is undergoing & severe trial by the secession of xaembers from the Ministry. The Emperor's project for an appeal to the people excites strong opposition j but Napoleon persists. The Government has been sternly interrogated by the Left respecting the numerous arrests made two months ago, on the pretext of a plot against the Emperor's life. M. Ollivier promises that the trials shall proceed. M. Ledru Bollin has returned to France. M. Benan has been nominated afresh to the Hebrew professorship. General Fleury, the French ambassador in Bussia, has had a violent quarrel with the heir apparent. The Czar compelled his son to apologise to the general. The strike at Creuzot continues. Bioting is only restrained by the presence of troops.
