THE TARIFF.
♦ (to the jtoitob o? thb tikes.) Sib, — A writer recently in your contemporary, says — "It is possible so to frame the tariff that a revenue may be raised and industry encouraged at the same time." If the writer of that paragraph knows the means of doing so, he ehould be installed in the office of Colonial Secretary instantum, and be ready with his brief for the ensuing session ; for our present tariff, levying a duty on every article you can eat, drink, use or wear, does anything but that. It trenches largely upon the capital of merchants and tradesmen, inasmnch as it obliges them to keep a large amount of duty paid goods in stock; this enhances the cost to the consumer, as the interest must be paid. They are obliged to give large credits, and in this way make heavy losses ; and, as the old proverb says, v the living must pay for the dead." These losses must necessarily be covered by the man that does pay — or the retail trader must succumb — and the merchant must suffer. In this way the honest man pays the taxes and duties of the dishonest. Again, high duties generally defeat the intent, of their projectors ; they are a premium on dishonesty, encouraging smuggling and aduleration, to the detriment of the fair trader.
