AMERICA.
Incipient negotiations for the settlement of the Alabama claims have fallen through, as Mr Fish, in laying before the Senate the correspondence between the two Governments, suppressed Lord Clarendon's crushing reply to his onesided review. Our Government published the whole correspondence. American mediation between Canada and the Red River insurgents has been recommended by the Senate. The. President has been requested to lay before Congress all information in his possession relative to American Fenians ; in British possessions. The Supreme Court has decided that all contracts entered into prior to 1862 are payable in coin. ; The greenback circulation is to be increased by fifty million dollars. The Texas Legislature has ratified the negro suffrage amendment, which makes the number of States which agree to it 27. Should Nebraska vote affirmatively the requisite number will be secured. Unemployed workmen are rapidly multiplying in several of the States. Prince Arthur has returned from Canada. He was everywhere hospitably entertained, and left a very favorable impression behind him. The Prince was present at the Dominion Parliament at Ottawa. Lady Young gave a grand reception in his honor, and the citizens gave a ball.
