Not long ago, ia one of the large Government departments, a junior clerk was mourning the probability of injured prospects arising from a proposed reorganisation of the establishment, when he received this cons dation from a senior : — " My young friend," said the aged clerk, " I have carefully studied the records of this office, and that during the last century it has been ' reorganised ' od an average once in every five years, and is now in precisely the s tme condition it was a hundred years ago."
