Teddo was opened to foreigners on the Ist of October. The Mikado leaves his residence at Yeddo, and the name of that city is to be changed to Higashi. A large southern army is being accumulated for an attack on Negata. The British Minister has warned British subjects that Negata has not yet been opened. Osaka has been visited by robbers, who committed all kinds of depredations. It is not safe for Europeans to be in the city after dark.
