Thttbsday, Jvuy 23. The Speaker took the chair at two o'clock. The Hon. Mr Mantell asked the Government ' whether the protest of certain honorable members on the Public Debts Act, 1867, was forwarded with that Act to the Eight Hon. the Secretary of State for the Colonies. The Hon. Dr Pollen replied that search had been made in the Governor's Dispatch-book, and no record appeared there of any protest having been forwarded to the Secretary of State. The Hon Colonel Bussell asked 'if the Government had received reliable information connected with the recent outj break on the West Coast, with the landing of the Chatham Island prisoners on the East Coast, and the operations connected therewith ? Also, if any and what steps have been taken to ascertain the state of affairs at the Chatham Islands?' The Hon Dr Pollen replied to the effect that the subject was under consideration. The Hon Mr Mantell moved, 'that there be laid on. the table of this Council, a statement of the reasons why, in apparent disregard of the privileges of this Council, a copy of the protest of certain members thereof, on ' The Public Debts Act, 1867,' was not transmitted with the above Act to Her Majesty's Secretary of State for the Colonies.' The Hon Dr Buchanan seconded the motion, which was agreed to. _
