The Speaker took the chair at two o'clock* The Speaker reported that he had received, to be laid before the Council, a letter containing resolutions carried at a public meeting at "Waikouaiti, advocating the desirability of the electoral district of "Waikouaiti being declared into a County; and also a similar letter containing resolutions carried at a public meeting at Timaru, advocating a more developed scheme of local Government than the Timaru and Gladstone Boards of "Works Act, should no general measure of local government, as a substitute for Provincial Governments, be adopted by the Assembly. The Chairman of these meetings would be informed that the more foimal manner of addressing tne Council was by petition. The Speaker read a message from the Governor, informing the Council that he had given his assent to the Mete Kingi Bill. The Hon. Major Bichmond moved for the appointment of a Sleet Committee, to whom should be referred all matters connected with reporting the debates of the House. The hon Dr Buchanan^, seconded the motion. The hon Mr Domett moved that a Select Committee be appointed to consider all bills that may be introduced into the House affecting waste lands of the Crown and to report generally upon the provisions and principles which they may contain, with power to confer or to sit together with any similar committee which may be appointed by the House of Bepresentatives, and to agree to a joint report. That such committee consist of the hon the Speaker, the hon Dr Pollen, the hon Col. Bussell, the hon Mr Seymour, the hon Dr Buchanan, the' hon Mr Nurse, and the mover. The motion was agreed to. The hon Dr Pollen moved for leave to bring in a Bill to regulate the making and sale of bread, and to prevent the adulteration of flour. Leave was granted. The hon Dr Pollen moved the second reading of the Lunatics Bill. The bill was read a second time, and ordered to be committed. The Council went into committee for the further consideration ofthe Pawnbrokers' Bill, which was reported with amendments, and ordered to be read a third time next sitting day. The Council then adjourned.
