A British frigate is blockading Mazatlan for an insult to the British flag. President Johnson has issued a proclamation, pardoning all the participants in the Southern rebellion. Mr Pope Hennessey is not to be Governor of South Australia. There is some talk of G-overnor Eyre being nominated to that office. The Queen has reviewed 20,000 volunteers at Windsor. The Pope has delivered an allocution denouncing the Austrian measures of reform, and censuring the authorities. He approves of the Duke of Milan being Prince of Servia. The 'Pall Mall Gazette' says Sir Stafford Northcote is reserving the post of Governor-General of India for himself. Mr Gladstone's Suspensory Bill was defeated in the Lords, after a threedays' debate, by a majority of 192 to 97. The revenue for the quarter amounts to eighteen and a quarter millions.
