I The proceedings were commenced by Mr T. M. Macdonald moving, and Mr E>. Buchanan seconding : — " That rule IV. of the Chambers i Bye-laws be amended, by altering the j word nine in the second line to Jive. ( Carried. ( This being the annual meeting the \ next business was the election of office y bearers for the ensuing year. The fol- \ lowing was the result: — Chairman, F. ; H. Moore, Vice-Chairman, T. Dalgleish. j The Secretary read a letter from the I Canterbury Chamber of Commerce enclosing a report of .the Committee of that body with reference to the imperfect security offered by bills of sale under the existing law, and soliciting the Invercargill Chamber to co-operate with it, in order to obtain the carrying out of the following suggestions, for an improvement in the law with reference to bills of sale, viz : — Ist. In addition to the registration of Bills of Sale, as at present required, notice of every Bill of Sale shall forthwith be gazetted. 2nd. Bills of Sale, within the meaning of the Eegistration Act shall not be valued as to goods which, at the time of their execution, are not the property of the persons giving them. 3rd. Bills of Sale comprising station property only shall still require registration, but shall be exempted from the second article, and also from the operation of the 145 th clause in the New Bankruptcy Act, which enacts the law of reputed ownership. Moved by Mr Calder, and seconded by Mr J. Mitchell : — " That a committee of the Chamber be instructed to support the suggestions of the Christchurch Chamber of Commerce, i.e., Bills of Sales, except the clause as to gazetting, on the ground that sufficient publicity is given by having a record of Bill of Sales provided for the inspection of the members of the Chamber. The Secretary read a letter from the Secretary of the Dunedin Chamber of Commerce, requesting the Invercargill Chamber to exchange with it a list of Bills of Sale, executed by traders in this Province in return for a similar document from that province. The hon. Secretary was requested to reply to the letter declining the exchange, but at the same time he was instructed to prepare a record of all Bills of Sales in this Province for thg inspection of the Members of the Chamber.
