The "New Zealand Gazette" of June 2s, contains 'n order in Council making new Harbor and Quarantine Regulations for the several ports of the colony, under the Marine Act, 1867. The regulations come into force on September 1, 1868. The clasuses affecting watermen are as follows : — ■ " 72. Every person who wishes to ply as a waterman in any port, must make application in writing to tha Superintendent of the province for a license, such application to be countersigned by two respectable residents in the said port who shall testify to the applicants' respectability. This application, if for a renewal of a license, must be sent in not less than fourteen days before the first of July in each year, but may be sent in at any time for a new licensa. 73. Every licensed waterman shall, in addition to his license, carry a printed copy of the watermen's regulations and. a table of fares, and all of which he shall produce to any person by whom he may be employed, on * their being demanded, or be liable to a penalty not exceeding forty shillings. 75. Every licensed master or waterman as aforesaid, who shall carry in any boat more passengers or cargo than the boat has been licensed to carry, shall be liable to a penalty of not less than two pounds nor more than twenty pounds ; and any such boatman who shall demand more than the proper fare, or who shall, without sufficient reason, refuse or neglect to employ his boat when required, Bhall be liable to a penalty not exceeding five pounds. 83. Each boat which is licensed to carry passengers shall carry twenty pounds of luggage (if required) with every passenger, without extra charge, and the Bum to be paid for all luggage beyond the weight above stated, BhaU be at the rate of one passenger fare for every one hundred and fifty pounds weight, but for every one hundred and fifty pounds weight of luggage so carried, one passenger must be deducted Irom the number which such boat is licensed to carry. 84. The fares which licensed watermen wUI be allowed to charge will be ffied by the Seperintendent of each province for the several ports thereon." Long- Passage: ob a Glasgow Vessel. — The report of Captain Castle relative to speaking a vessel at sea, 329 days out from Glasgow, bound to New Zealaud, seems almost like a fable, but is, nevertheless, strictly true, aa the following particulars from hie journal -will amply verify: The Bteamer 'Pareroa' was laden with general merchandise, and a quantity of coals, supposed to suffice for steaming through the calm belts, was placed on board, but it was under sail principally she was expected to make the voyage from Glasgow to Dunedin. She was in charge ot Capt. Graham, who sailed on Oct. 29, 18K6, but on getting to sea he found a twin screw stoamer anything but fast when under sail. After beating about the Atlantic until the following April, he put into Surinam with provisions and coal expended, and the vessel's bottom like a thrummed mat from the marine accumulation on it. She lay there long enough to communicate with Britain; and two engineers being sent out, after four months' respite she again essayed the pathless track onJuly 21, 1867, and on the 23rd September, in 3 9, N., 13 12 E., she waß spoken by ihe ' Hampshire.' It appeared that for the pevious three days no cooked food had been made use of for the very simple reason that there was no fuel left with which to light a fire, everything combustible having been expended, even to the fragments of the cases ia which cargo was stowed. Her bottom was as foiil as ever j and being of light draught, the twin screws were a terrible drag to her sail, though of course they could not be unshipped. Some idea of her course was obtained by the second officer sent in charge who stated that she had crossed and recro3sed the line nine times, and was at one time as far south as 5 <i'-g. The master's intention was to attempt, i: possible, to make Pernambuco the next port of call. Capt. Castle furnished the / Pareroa ' with a few hundred-weight of coals, which was all he
