Herald" has a Havanah despatch to the eftect that Spain has offered to sell the Islands of Cuba and Porto Eico to the United States for $150,000,000 in hold. The terms of sale are as follows :— 550,000,000 * in gold are to be paid down in cash on the signing of the treaty, and the formal delivery of the island to the authorities of the United States. A second $50,000,000 in gold to be paid one year thereafter. The third installment of $50,000,000 in gold to be paid at the end of six years. With Cuba in the possession of the United States, slavery and the slave trade will go by the board.
