ARRIVAL. OF THE PANAMA MAIL AT WELLIGNTON.
♦ (For tha " Ofcago Daily Times," Feb, 26.) The s.s. Euahine was detained, through the late arrival of the mail at Panama. She left that port at 9.30 a.m., January 27th. On February 10th, sighted Oneo Island ; arrived at Opara on the 13th, and coaled ; sailed thence on the 14th, and arrived at "Wellington at 4 p.m. The Eakaia" had fine weather to Opara ; from thence, hard -westerly gales and a heavy sea. Passengers : For "Wellington — The Eev. A. Pipe, Mr Eitchie, Mr and Mrs Montezas, Messrs Tooley, "Wanderer, Collett. For Canterbury — Messrs H. P. Hills and Collins. For Nelson — Mr Butter. For Otago — Mr and Mrs Farquharson, Mr Napier. For Sydney — Mr Palmer and four children: Miss M' Arthur, Mr Samson. For Melbourne — Mr Risk. The Eakaia brings intelligence from London to the 10th, and New York to the 11th January. GrENEEAL STTMMAEY. The Queen is at Osborne, which, for the first time, has been guarded by foot guards and cavalry. H.M.s.s. Irresistible, Warrior, Sprightly, and Fancy have been anchored off Osborne. The Fenian excitement continues. A plot to blow up the Paddinsjton terminus of the Great "Western Eailway, has been divulged. The Spanish Grovernment have offered the French, moral and material co-opera-tion in defending the lawful rights of the Pope. The quarterly revenue returns to 31st December show-. a decrease of £989,955 on the whole year. The decrease is £122,146. Including the casual receipt of income last year, there is an increase of £300,000 on fhe 31st December. Count Von Der Grultz, the representative of the North German Confederation, in audience with the Emperor Napoleon, said : — " Called upon by the Federal Constitution to represent confederation in its international relations, the King of Prussia eagerly desires to maintain and develop more and more relations of good feeling and confidence between France and the Confederate States. This desire is, at the same time, conformable to the sentiments of sincere friendship which the King entertains towards his Majesty's person, and the order of the King prescribes to me to fulfil my functions in that spirit." A Conference of all the Eussian Ministers has been summoned. It is to be held in St. Petersburg. Intelligence from Crete via Syria, announces fresh engagements with the insurgents. The Turks were worsted. A model college on French principles is to be established at Constantinople. Fenianism has been a subject of presentment to Grand Juries, throughout England. The men who stormed the Martello tower near Cork, and broke into a gunsmith's shop in that city, came from the United States, having been sent over by the Brotherhood. On the 2nd inst., a large party of Fenians attacked the house of Mr Charles Mat! hew, a brother, of the late Father Matthew. The family were apprised of what they might expect, and they quickly, collected and concealled in the mansion, quite a respectable force. When the marauders came np, they were met with the force, and fled. Several were wounded but were carried off. The motive for the assault is not known. The examination of Desmond, Allan and other Fenians, alleged to be implicated in the Clarkenwell Goal explosion,
has resulted in producing no satisfactory evidence of their criminality. Lord Srnithnaven, Commander-in Chief of the Forces in Ireland, is actively eng.vgeu in disposing his troops to meet any outbreak. The Government has detennir.ed to proceed with the prosecution against Mr Sullivan, of the Dublin Nation, and other persons who have taken conspicuous parts in funeral processions in honor of the three Fenians, lately executed at Manchester. Messrs Burke, Casey, Shaw, and Mullany, Fenians, who were arrested at Birmingham on a charge of buying arms there for the Brotherhood, were brought up at Bow street for examination, yesterday. Bail was offered for them, but not accepted, and they were sent to Birminham, to be tried on the charge of treasonfelony. Mr Pigott, Editor of the Dublin'lrishman,' has been arreste 1 on the charge of uttering seditious libels last year. He is son of the late Chief Baron of the Exchequer of Ireland. The clergy of the city of Limerick have affixed their signatures to a document declaring that there can he no permanent peace in Ireland unless it is treated like Hungary. Positive advices from Africa leave no doubt of the safety of Dr Livingstone, the African traveller. They state that he is alive and well. Messrs Brown, Shipley and Co. have introduced the new bonds of the Panama Railroad Company into the English Money Market. Late despatches received from Japan state that the Christians who have been imprisoned and persecuted in Nagasaki have been realeased. It is reported that in consequence of the recent successes of the rebels in China, the Imperialists have been reduced to extremities ; and the Emperor has applied to the European Powers for their assistance in defending his throne. The latest despatches from Abyssinia report the advance of the British Expedition still remained at Lenati, where it has been encamped since the 7th of Deceml c \. No further movements beyond that point would be made until the arrival of the Commander in Chief, General Napier, who was daily expected. The health of the troops was good, but horses and other beasts of burden were dying in consequence of immense heat, and want of proper forage. The Natives are quite friendly. Paris, Bth Jan. On New Years' Day, all the Ambassadors of Foreign Powers in Paris, were received by the Emperor "at the Tuileries. The Emperor affirmed that friendly relations existed between France and other Governments. The official statement of the Ba lk of France shows a decrease of metallic reserve during the week, of thirty-two million francs. All hopes of a Conference by European Powers on the iioman question are abandoned by the French Government. Florence, lOfch Jan. A popular banquet has been given to Baron Ratazzi. The eruptions of Mount Vesuvius are alarming. The town of Cercola is in danger. Heavy snow storms compelled the postponement of the assembling of the Italian, Parliament until the 11th. Menabra has formed the Ministry. Menabrea, President and Minister of Foreign Affiairs; Cordova, Minister of Interior ; Hegay, Minister of Finance ; Reale, Minister of Justice; Broglio, Minister of Public Instruction ; Cantrelli, Minister of Public Works ; Eabothe, Minister of Marine. Sickness prevails in the French Army in Rome. Vienna, 9th Jan. The Government has forbidden recruiting within the Austrian Empire for the Papal Army. The Austrian frigate Novara, with the remains of the late Archduke Maximillian on board, has arrived at Coafu on its way to Trieste. St. Petersburg, 7th Jan. A rich goldfield has been discovered on the Amour River. Troops scut to preserve order have had a bloody conflict with the natives. Conference of Diplomatists on the Eastern Question is believed to have warlike significance. Berlin, 9th Jan. At Conservative banquet to Bismarck, he said — a war with France was a mere phantom. Copenhagen, 6th Jan. The debate in Rigsdag, on the proposed sale of the Danish West Indian Islands to the Uunited States, is adjourned. No vote yet taken. Lisbon, 9th Jan. The resignation of the members of the Cabinet has been accepted by the King, and a new Ministry has been formed under the Count of Avora. The new Cabinet favors the collection of the taxes which are so odioua to the people, as to have caused the resignation of the previous Cabinet. Madrid, sth Jan. An imperial decree has been issued, reorganising the Courts of Law in Cuba.
