Sept. 27, 10.35 a.m. Wellington, Wednesday.— Bill creating Westland county declared district to cease being part of Canterbury. Vests all Superintending powers in Governor or delegates. Council to consist of seven members — two for the electoral district of Maitland, two for Hokitika, two for Greymouth, and the Chairman to be appointed by the Governor. The Colonial Treasurer receives all revenues, placing them to separate accounts and disbursing them. Permanent debt to be appropriated by arbitration. Comes into force on the Governor's proclamation. Wellington, Thursday. — Nothing particular last night. Divorce Bill after strong opposition went a long way in committee. Queenstown, Thursday.— Lake Eoad formally opened for traffic yesterday. The completion of the Arrow punt subject public demonstration. Large number of persons present. Loaded teams from Dunedin passed easily. Wellington, Thursday — The St Kilda sailed last night with Southern portion of mail. No allusion made to Governor's recall in despatches now received. Privy Council declares scire facias not applicable to Crown Grants. Debate on Westland Bill adjourned till Monday, on Macandrew's motion, in opposition to Government motion for to-day. Subsequently motion referring petition to committee, introduced last week by Government (now opposed to it) lost by 25 to 19. Legislative Council expunged clauses relating to hundred acre agricultural leases, goldfields. Stafford proposal for a reduction of £16,000 on subsidies for steam services, negatived. Postal subsidies reduced by £5000. ... Steam between Auckland and Sydney to be reduced after six months. Inter- provincial services been reduced two a month ; they will collect and distribute Panama and Suez mails. Divorce Bill passed. In Legislative Council, clauses of " Municipal Corporations Bill," giving Superintendents power to prevent Governor proclaiming municipality if objections made to petition, and making Mayors Justices of the Peace, struck out. Heid's motion to relieve timber, fencing wire, sago, and bagging, from duty ; Haughton's motion to relieve blasting powder ; Eeynold's motion to relieve resin and vegetable oil; M'Parlane's motion for reduction of duty on coffee, severally agreed to. "Abolition of Arrestment for Debt Bill " thrown out on second reading. No news of new Governor.
