Major Atkinson's motion that, Militia and Volunteer Services he not charged Provincially, lost on a division by 31 to 16. Motions — " That appointment of paid commanding officers to any district in which war is not actually carried on, is objectionable and should only be done in exceptional cases, when so made, officers should also perform duties of adjutant within district," " That all Militia officers he required with least possible delay to quality themselves for the duties they had undertaken to perform, and that stricter and more uniform discipline be introduced into Volunteer Service, by inforcement of rules and regulations for all corps alike" — agreed to. Bill to reduce Governors Salary, Loan Allocation Act, 1865, and Bill granting returning pension of £400 to Hon. T. H. Bartley, Speaker of Legislative Council — introduced. Either Major Richardson or Major Richmond, mentioned as probable successor to Bartley. Westland petition referred to select Committee of Legislative Council. Debate on similar motion in House of Representatives adjourned. Reynolds obstructs the business of the House in every possible way. He was put down last . night ; severely rebuked by Stafford, who during, the confusion of division, told him his conduct was impertinent and ridiculous. Reynolds afterward complained to speaker, who said he had not heard the words, and refused to take notice of them. In committee Mr Yogel persisted in speaking when ruled out of order in point, and chairman threatened to report him to the House. As a rule the conduct of Yogel and Reynolds is disgraceful and obstructive, and they are regarded with disgust by the House. Major Atkinson moved an amendment " That this House, having perfect confidence in impartiality of Chairman of Gommittees, is of opinion that ruling on occasion in question is correct, and that charges made by Mr Yogel against Chairman of Committees are unfounded, and should not have been made." On motion put, "That words proposed be left out do stand part of motion," House divided — yes, 3, Burns, Yogel, Reynolds ; noes, 52. On motion, words proposed to be added be so added. House again divided — ayes, 42 ; noes, 2. Yogel and Reynolds walked out of the House to avoid voting ; but in order to make a division on the motion, Ludlani and Wells voted " no," but stated why did so. Timaru Bill passed committee. In Legislative Council, committee reported favorably Otago Railway Bill. Auckland and Canterbury Waste Lands Bills been read second time. Municipal Corporations Bill passed House. Bill continue Distillation Act been introduced. Maori Representative BUI passed committee of Council. , . ,

7 p.m. "Wellington, Friday. — The " Public Revenue Bill " has passed through committee. Stevens proposed several clauses granting Land revenue to Road Districts, somewhat similar to defunct " Local Government Bill." The Speaker ruled that they must be introduced by^ message. Government declined to do so. A survey has been held on the damage done to the wharf by the s.s. Otago. It is estimated at over £5,000.
