The president has vetoed the bill enlarging the power of the southern district commanders, and forbiding the removal of the latter without the consent of the Senate. Congress has passed the bill over the President's veto. Suratt's trial has almost closed. It is generally believed that his fate is sealed. The Emperor Maximilian's body was embalmed, and taken to Vera Cruz. Congress has appropriated a million of dollars for the execution of the provisions of the Reconstruction Act. The President stated that the Reconstruction Act will necessitate the appropriation of fourteen millions of dollars, and by abrogating civil government in the respective states affected, will release the national government from responsibility for debts legally incurred before the rebellion, amounting to a hundred millions of dollars, which would impair national credit.
