PROVINCIAL COUNCIL.
*> TUESDAY, 10th SEPTEMBEB, 1867. The first sitting of the third Provincial Council of Southland was held on Tuesday, at noon. The following members were present : — Messrs. Armstrong, Calder, Black! ock, Hately, Lumsden, Eoss, Swale, Johnston, Wilson, Clerke, Monckton, Hodgkinson, Butler, Cuthbertson, Longuet, Pearson, Howell, M'Clure, and Daniels. Considerable delay occurred in the election of a Speaker ; Messrs Cutbbertson, Armstrong and Wilson being nominated in succession. The two former decliued. Mr Wilson, iv order to expedite business, agreed, on condition that be had the privilege of resigning on a future occasion, should he choose to do so. Mr Wilson was ultimately elected, and took his seat. After prayers, Dr HouQKESSOif moved that " before the Council proceed to the election of a Supermteudent the names of all candidates to be brought forward be submitted to the Council." Mr Hately seconded. Mr Luitsden" moved an Amendment, — " That the House do adjourn till tomorrow morning at 11 o'clock." Mr Johnstcxn" seconded. Mr Caldee thought the proper course was for names to Do tabled first ; the adjourumeut could then take place ; the latter would be of no use -without the former. Mr Armstrong thought Dr Hodkinson's motion the only proper one. After ten days' notice the Council now met to select a Superintendent, and the business should be gone on with. He would not object, however, to an adjournment, provided good reason were assigned. Mr Speaker pointed out that the Ordinance did not declare that the Council shall immediately proceed to the election of a Superintendent, but that a Speaker shall be elected at ouce, and the Superintendent within a month. After some discussion the amendment for an adjournment was put and carried.
