RETURNING OFFICERS
"Are .Returning Officers supposed to be free to act as political canvassers ? I notice that my old friend the " Golonel" is exceedingly busy just now." • August 2nd, 1867. .Waikivi. (TO-EHBEDITOB OF THESOTJTHiANE TIMES:)Sir,— The above friendly and innocent lookiug little paragraph appeared in the " News," but did not seem to require any particular notice. at the time. There .is a consistency however between its 1 implied threat prior to — and Mr Tosback's extraordinary letter, immediately after the "Waikivi election — that makesTthem look very much as if members of the same household, and to have emanated from the same party. I don't mean Mr Tosha ck, but his adviser , and my friend. Be it known then to " Waikivi," tbat Returning Officers are at perfect- liberty, if they choose to act as political canvassers, that I have expressed my opinions openly and unhesitatingly in favor of railways, but am not. a ware, tbat I asked a single elector in tbe Province to vote for any candidate in the field or out of it. Trusting my vigilant old friend "Waikivi," will keep a sharp look out, and carefully, note the erratic movements of_7&is friends.— rl am, &c, Colonel. 16th August, 1867. ♦ ■
