AN EXPLANATION.
(TO THB EDITOB OF THE SOT7THI.A.BD TIMES.} Sin. —As you inform me that you are unable now to publish the report of the meeting held this evening, I trust you will allow me space to insert the following certificate, duly authenticated, as a refutation of the charge made by Mr. Clerke to the effect that Smyth, Hoyt and Co. have been settled with, whilst I was in office, without any Engineer's certificate having been given for the completion of the works. —Yours, &c, John- Blacklock. 15th August, 1867. " Invercargill, 20th April, 1867. " I hereby certify that Messrs Smyth, Hoyt and Co., the Contractors, for the finishing of the B. H. and I. Railway, have completed the works undertaken by them, under deed of contract of date 19th' July, 1866, and subsequent arrangement in a satisfactory manner, as explained in my report of this date. "J.
