Expressed congratulations at the establishment of peace throughout the colony. Does not anticipate in the future any systematic or sustained hos- : tilities. Great praise is due to Colonial and Imperial forces, especially for their' conduct on the occasion of the threatened attacks upon Napier, and during the disturbances on the West Coast. Results, of the postal conference considered satisfactory. Post-office Saving's Banks have been largely taken advantage of. •Accounts between Imperial and Colonial Government are being enquired into. The correspondence and papers relative to the Otago Grold Melds will be laid on table. Revenue accounts will show how carefully economy has been studied. Recommends careful consideration of the measure to be submitted for the conversion of Provincial Loans into Colonial Stock. Bill to be submitted extending colonial credit for the encouragement of enterprises calculated to foster important industries, and Grdldfields. Recommends earnest and careful consideration of a measure for the establishment of local self-government throughout the country. Measures are to be considered which may tend to diminish the expense of G-overnment, and increase its efficiency. G-overnment should promote settlement, extend and maintain the rights of the subject, train and encourage classes to the performance of. national duties. "West Coast G-oldfields representation to be increased.; Bill to be introduced for extending benefits of friendly Societies. Bills for the improv- ! iiig and consolidation of Statute,, Laws, ■ to be-introduced. Royal Commission to be 'appointed:, at early date to report on! best mode of instituting penal establishment for the colony. * ■- - ' , Proposed, visit of- Duke of Edinburgh briefly- alluded to.
