Via New York, ! April 11; The United States Senate has ratified the treaty with Eussia, in which the latter cedes to the United States all. her Airieriean possessions. ' Spain rejects the demand of England , in the Tornado case, and EngUsh war | vessels have been despatched to Cadiz to enforce the demand. . Turkey again threatens the invasion, of Greece, on account of Christain insurrectionary movements on the frontier. The Emperor Napoleon, deeming possession of the Luxembourg indispensable for military security of the Erench fron-v tier, not long since, commenced negociations with the King of Holland for the purchase ofthe Grand Duchy, and its incorporation with the Erench Empire ; but, as the fortress of Luxembourg* which is one of the strongest fortifications in Europe, is held by a Prussian garrison, and the Prussian Government firmly objects to the transfer of the Duchy to Erance, the King of Holland has withdrawn from any further negociations on the subject. The Emperor insists that his propositions shall be carried out and a treaty has been completed. The nationa pride of Erance has been deeply wounded and a wild anti-Prussian feeling has seized the country. Meantime the Eoyal dispute is pending ; both Prussia and Erance are making military preparations. This threatening state of affairs is the cause of thd financial panic which now exists in London, Paris, and all the principal coontries of Europe. Excess of receipts over expenditure, for last year, and balance remaining in the exchequer, is officially stated at £2,500,000. The estimated income for the present year "will exceed £69,000,000 sterling. . It is proposed by Government to retain, the present tax on malt,, and to propose a* low duty on receipts -from marine Assurances and on terminable amounts. The Budget generally -#as well recived by the English press and members of Parliament. In the Hpuse of -Lords on the -2nd the Duke of Buckingham, Colonial Secretary,
