DUNEDIN. May 2nd, 12.30 p.m. The Provincial Council met yesterday. Thirty-two members present. Large attendance of the public. Reynolds elected Speaker without opposition. Superintendent's address lengthy. Congratulated the Council on financial position of the Province.notwithstanding the constant drain on its resources by the General Government. Proposed that at next Assembly they should get the "Railway Bill, 1866/' amended. Has corresponded with" Canterbury on the subject of the Bridge over the Waitaki, and also with the General Government on the subject of Light Houses for Cape Saunders and the Nuggets, also with Tasmania regarding the introduction of salmon. Proposes that a larger bonus than £500 be offered for the manufacture of paper from flax. Graving Dock at Port Chalmers yri)l be taken in hand by Government, if no | practical arrangement be made by Harbor Trust before end of the session. The j Council will be asked to provide for | Immigration on a large scale. The sanction of the Canterbury Government has been obtained to cut a track through that Province to the Haast, and the Council be asked to provide for tracks to West Coast. Recommends a breakwater at j Oamaru. A Select Committee will be { I asked for to examine the financial posi- | tion of the City Coi|i oration. Further, [ accommodation and classification of Provinces absolutely necessaiy, also a Refori matory. . _■ Conduct of General Government severly commented upon. ■ After the Superintendent retired, formal business was proceeded with. The \ Provincial Solicitor laid on the table a Bill to provide for testing the opinion of the Province with reference to the mana- [ gement and administration of the Goldfields by means •of a plebicite. Read a first time, and standing orders will be suspended to-day so as to pass all stages in one day. : ■ ' I Bradshaw has been very unfavorably received up country. Refused to be allowed to cross the Teviot. _ A "Wellington Telegram says :— Gazette delegates powers to all Superintendents, except Otago, and re-appoints her nine gold receivers. The Wellington Provincial Executive defeated on Tuesday. - Superintendent refused resignation. Council accepts an explanation.
