The Government Has withdrawn the Eeform resolutions, and will introduce a Eeform Bill on the 28fch of March. A Ministerial crisis occurred on the Bth March, the majority of the Cabinet insisting on a large extension of the -suffrage. The Earl of Carnarvon, Lord -Cranbourne, and General Peel then resigned. -The vacancies iri v the Ministry were provided for on March 9, the Duke of Marlborough becoming President of the Council ; the Duke of Buckingham, Secretary of State, for the Colonies ; Sir J. Pakiugfcon, Secretary for War; Sir ., Stafford . Northcote, Secretary for India ; the Eight Hon. T. Corry, First Lord of the Admiralty,; and Mr .S. .Case, of the Board of Trade. The Duke of Eichmoud refused office as Secretary of State for the Colonies! The Derby Government has annouuced its intention to stand or fall by the Eeform Bill which is to be introdured. It has been proposed in the House of Commons to employ the native Indian army in the British colonies and military dependencies. A select committee appointed by the Government proposes tour new standards for the franchise — First, the educational ; second, possession of £30 in the savings bank ; third, ownership" of £50 funded property ; fourth, payment of 20s direct taxes. The borough franchise is to be reduced to £6, and that for the county to £30 rating. The total of the new votes is estimated to be about 416,500. Totnes, Yarmouth, Lancaster, and Eeigate will be disfranchised for bribery aud corruption, and all boroughs with a population under 7,000. Thirty seats are disposable, of these, fourteen will be given to new boroughs, fifteen to counties, and one seat to London University. . Intelligence has been received of the murder of Dr Livingstone. The latest news states that the Fenians . are now threatening Tipperary. A severe conflict with the Eoyal troops took place at Clonmel. : ' The large towns are. quiet and reinforcements and gunboats have been sent from England. It is proposed to form armies of reserve, and increase the volunteers' pay by 2d per day. \lna Fenian movement, near Dublin, several hundred rebels took part. Shots were exchanged. The Eoyal troops pursued, and arrested ninety Fenians, and made a large seizure of arms. The Liverpool Grand Steeplechase was won by Columbia. * Advices from New York of March 3 state that the fourth Congress has passed a bill for military government in the South, over the veto of President Johnson, aud a tax of two and a-half cents on cotton. The' Senate; rejected the bill passed by the House of Eepresentatiyes for the issue of an additional hnndred millions of greenbacks. - The bill for the reorganisation of the French army has been submitted to the Chamber of Deputies. It is extremely unpopular in France.
