Campbell has returned to New Orleans from Mexico. His mission is supposed to have proved a failure. The latest news by mail from America is to the 15th inst. Congress opened on the 3rd. The President's message adheres to his former policy, and urges its adoption. He said that the progress in the adjustment of the Alabama claim is slow, but that this is partly owing to the change of ministry in England, and also that the importance of an early settlement is a question not to be exaggerated.
The revenue receipts for the year,ending June, 1866 exceed the expenditure by 158,000,000 dpUara.
Congress has "passed a bill withdrawing from the President the power of pardoning persons who have been engaged in the late rebellion. The House of Representatives also have passed a bill excluding from the next Congress the representatives from all States not recognised by the present House, and have also removed three of the supporters of President John- i son. The Judiciary Committee have furnished their report upon the mode of : proceeding to t< be adopted for_ the im- J peachinent of the President before the j Senate. ,Both Houses have passed a bill granting manhood suffrage, irrespective ofj colour or district.
