AUSTRIA.
The Times correspondent in Vienna asserts that great discontent prevails in all parts of the empire, owing to the gross mismanagement of the Government. The Austro- Germans are willing to be. annexed by a German Power, either Prussia or Bavaria. The loyal Tyrolese and inhabitants of Salzburg »nd Upper Austria, are all displaying Bavarian proclivities. Herr Burt, the newly appointed Austrian Minister, has issued a circular stating his intention to abandon his political antecedents ; that Austria's future policy is peaceful ; thut the army is to be reorganised ; and that the marriage between Humbert, eldest son of Victor Emmanuel, and the Princess Mathilde, daughter of the Archduke Albert of Austria, which is on the tapis, is expected to cement the peace between the two countries.
