UNITED STATES.

j Congress adjourned on the 28th ult. A desperate riot occurred at New Orleans on the 30th July. The Radicals managed to reassemble the convention of 1864, notwithstanding its illegality and the people's protest. The excitemeut ran to fever heat ; the Convention assembled on the 30fch ; immense crowds of white people assembled in the streets to oppose it, whilst the negroes, armed with clubs and other weapons, guarded the building. A collision soon occurred, and after a desperate fight, in which about 30 negroes were killed, and a number of white men wounded, the whites remained masters of the situation. Martial law was proclaimed and order restored, and President Johnson sent the order, that the delegates be chosen from the people of the whole State. A tornado visited portions of Pennsylvania and Maryland last week, causing much destruction of property. At Havre de G-race, Md., the new and splendid bridge of the Philadelphia, "Wilmington, and Baltimore Railroad Company, some twenty-five feet above tide-water was hurled down from its piers into the river with a terrific crash, and ten spans, each 250 feet long, were rendered a complete wreck. Only one span on the Cecil side remains. The loss cannot fall short of 200,000d015., and is perhaps much greater. Several workmen were carried into the river with the fallen spans, but ! were rescued. The Company confidently expect to have the bridge ready for traffic in ninety days.
