CANTERBURY.
Chb^tchttbch, 6 fcb September. The Colonial Treasurer's (Fitzherbert), financial statement has been made. It proposes great reduction in the previous estimates for defence. The amount now asked is £39,000 ? the defence force to be composed of an armed constabulary only. The Government maintain a sell- reliant policy. Tbe estimated expenditure for the year is £1,059,558. Tae estimated revenue, £1,058,500, including £50,000 from stamp duties ; £4,500 from bonded warehouse ; £7000 from additional po.sfcal taxation ; £10 0 from distillation. Tne tariff will be altered so as to spread duties over a greater number of articles, but not to increase the burdens. No alteration in tbe Surplus Revenue Act this year. £318,740 to be giveu fco the provinces. Loans are to be consolidated into one general stock. Bill will be introduced to do so gradually. Treasury Bills will be issued for £150,000, so as to extend payment over thre*e or four years.
