Arrived— Elizabeth, from Picton; Ellen, from Patea. S a il ec l_Q U een, for the North ; Sldjold, for Newcastle ; Windover, for Sydney. Prom the Dunedin papers we learn that the Zephyr, from. Invorcargill, arrived at Port Chalmers on the 18th August. From our northern papers we learn that the second attempt to lay the Telegraph cable has again failed. It would appear that, all being repaired on board the Weymouth, a start was made on Wednesday last. The small portion of the cable laid on the first attempt was under-run ; but there was some accident in making the splice, which resulted in a loss of five or six miles of the cable. When the splice had been made, communication with Wellington was perfect. The payingout was continued until, when the Weymouth was three miles from the shore of the Middle Islaud, it was found that there was no cable left. The end was buoyed-; a steamer was sent to grapple for the five or six miles of cable dropped as before stated ; and she was engaged -in this work, when the Airedale left Wellington. The long talked of Cluther Bridge is likely to be commenced at once. From the " Daily Times," IBth August, we learn that the Otago Government has accepted a tender for the work, and it says : — " The tender of Mr William Murray, for the erection of a bridge over the Ciutha, has been accepted by the Government. There were in all five tenders sent in ; and they stand as follow : — " William Murray, £13,580 6s 8d ; George Cornwell, £13,710; E. Horsman, £14,850; David Proudfoot, £15,744 I4s 9d ; H. C. Dixon and Co., £17,990. The estimate of Mr Thomson, the Engineer of Roads and Works, by whom the bridge was designed, was £13440. The bridge is to be placed a little to the west of the present ferry. It is to be on the suspension principle } with°several sets of pile-piers ; its total length will be 679 f t; and there there will be a drawbridge with an opening of 27ft clear. The successful tenderer, who is, we believe, well known as* a contractor in Victoria, is a brother of Capt. Murray, of the Tuapeka, stern-wheel steamer, now constantly plying on the river." We are informed by a gentleman upon whom we can rely, that he washed out a dish of the gravel, taken from the fire-well now in the course of construction, and found gold. We are in receipt of our Wellington files to the 17 th August. The Ministry were defeated on the Financial question. A stormy debate took place, and Mr Fitzgerald moved a " want of confidence' vote ; after two day's discussion, Mr Moorhouse moved the following amendment, " that some of ! the members of the Ministry do not possess tha i confidence of the House," which was carried by a large majority. The Ministry accepted this as a "no confidence" resolution, and placed their \ resignations in the hands of his Excellency the Governor. The following was the division : — Ayes, 47. — Messrs. Mr Moorhouse was sent for, and the subjoined will show the progress that that has since been made in the formation of a new Ministry. A recent telegram from the Special Correspondent of the " Daily Times," confirms the interpretation we had put on the uiisty telegram pnblished in our Monday's issue. There has been a Ministerial crisis. It is under I9th inst., and says : — " Mr Moorhouse took twenty -four hours for consideration, and saw the Governor on Friday. He reported hopefully of being able to form a Ministry. He was entrusted with the task of negotiating for the formation of a strong Government, to include some of the members of the Weld Ministry. Mr Stafford is supposed to be willing, but insists on two of his colleagues continuing in office with him. Mr Johnston and Mr Ward, Mr Fitzherbert and Mr M'Lean, are spoken of iv addition."
