Sin,— l can only tell " Scrutiny" that Daniel O'Connell, the great Irish agitator, boasted of being able to drive a carriage and four through any of the laws made by the British Parliament — and we find that after years of thought and trouble, the Victorian land law is not above being evaded — and the people of Southland possibly may evade the dog tax — and yet the framers of it need not be ashamed of it.
