I characteristic reply. He reviewed, amidst great I mirth, the day's proceedings, expressed his entire satisfaction with everything, with one solitary exception. Tho judges had done their duty admit ably, but "in the moonlight" had mistaken Mr Napier's team for his, and given the prize to the wrong man. But they had done all men could do — " in the moonlight." Numerous toasts followed, including " the Judges," " tho successful ' and " unsuccessful" competitors, " The squatting and commercial interest," '* The committee of management," &c, &c. The speeches were of the best description, and full oi" good humored bantor and local allusions. Numerous excellent songs were sung, aud the evening passed most pleasantly. Letters addressed to Kongkong, Penang, Singapore, and any part of Chivia, or Japan, the Phillipin Islands, Java, Suvuai ra, Borneo, Labuau, the Moluccas, and Siam, aye chargeable as follows : — Not exceeding \ oz '.. And so on, incveasing two shillings for every additional ounce or IVa-ction o' an ounce. 8. — To Natal Ojfficeks o.v joe£j:gn Stations Letters addressed io Oicers serving on board any of Her Majesty's ships c? a foreign station, when sent through the Unifeu States, are chargeable as follows : — Not exceeding \ oz Is. Exceeding i oz., and not exceeding i oz. 2s. „ 1 oz. „ 2 oz. 4s. And so on, increasing two shillings for every additional ounce or iraefcion of an ounce. 9. — To Naval Seamen and Soldiers. Letters sent to or by Seamen and Soldiers Her Majesty's Service will be transmitted within the colony, and between the colony and any postoffice in the British dominions. p_i> a charge oi' one penny, provided that the iollowing regulations are observed : — 1. Each letter must not exceed half an ounce in weight. , 2. It must be superscribed with the name of the writer, his description or class in the vessel or regiment, and signed by the officer at the time in command. 3. The postage must be prepaid. Every letter of this description posted or received in this colony, not in accordance with the foregoing regulations, will be treated as an ordinary letter. 1 The postage upon these letters must iv all cases be paid in advance. Free Letters. Letters on the public service of Her Majesty naval and military forces are exempted from the payment of postage, if bearing the words " On Her Majesty's Service," and the signature of the officer in command of the force on the service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing additional expense on the Colonial Government. Letters on the public service of the General Government of the Colony are transmitted free by post, if bearing the -words "On the public service only," and the signature of some officer of the General Government authorised to frank letters. 11. — Registered Letters. Registration Fee ... ... ... ... Is. In addition to the ordinary postage chargeable on •my Letter — except in st>ecial cases. Newspapers. 1. To' any part of the Colony, if published in the Colony Free. 2. To the United Kingdom, via Southampton, or by direct ship . . . Free To the United Kingdom, via Marseilles, each... ... ... ... 3d. 3.
