On or before 15th June yearly, the Town Clerk (or in case of new Corporations, the person appointed) shall cause alphabetical lists to be made up of all persons in each of the wards entitled to be enrolled as citizens. Such lists shall be affixed in conspicuous places in each ward, and be open for objections against claimants for a reasonable tune ; after which the roll is to be finally adjusted and closed for the current year. No person elected to be Mayor, Councillor, or Auditor shall be capable of acting as such until he shall, in presence of two Councillors, or other person appointed by the Superintendent, make and subscribe a declaration in terms of the Ordinance. A person holding office shall ko disqualified by becoming insolvent. Minutes of the procesdings of Council to be kopt, and such Minute Book shall be open to the inspection of any qualified citizen. The Mayor may, in all case 3 ol" emergency , call a Meeting of the* Council ; and any three Members of the Council, may, by requisition signed by them, call upon the Mayor to convene a meeting. Three shall be a quorum. i The Act of Assembly, 29th Victoria, ~No. 55 ; Otago Municipal Corporations Empowering Act, confirms the powers conferred by the previous Ordinance and enlarges them. It shall be the duty of every Town Clerk or Returning Officer, immediately after tho election of Mayor for the city or incorporated town to give notice in writing to the Colonial Secretary of such election, in order that the person so elected may be appointed a Justice of the Peace of the Colony, and a Kes:dent Magistrate, such appointment to continue no longer than the Mayoralty of such person. The Council is empowered to execute work for the sewerage and drainage of the city or town ; also to flag, pave, gravel, put kerb ston s, &c. ; to enclose land abutting on public atreets ; to ta.ke all necessary measures for public health ; to levy assessments, &c. ; also, to pass such byelaws as they shall deem n eet for the ordering of their proceedings for conducting elections, and for determining the duties of any officers, servants, *»d others appointed by the Council, and all such bye-laws as to them shall seem meet for the gvvd government of the city ; and all such bye-laws as are specified in the schedule A of Bve-iaws authorised to be made by the Council of the City of Dunedin, and to repeal ail or any o f the several bye-laws in said section and in the said schedule made and referred to. Such byelaws to be made by at least two-thirds of the ■whole Council, be certified under the hand of the Town Clerk, and Seal of the Corporation, to be confirmed by the Superintendent with advice of his Executive Council in the " Provincial Gazette ;" Provided also, that such bye-laws shall previously have been laid before the Provincial Council for the Province, for fourteen days . Schedule A refers to the subjects of baths, bazaars, cellars, drains (private) , elections, fires, gas, lighting, passenger and othor vehicles, posters, streets, sanitary, wash houses, fountains, &.C. Regulations are made ?.s to appeals against assessments, and regulating the costs of levying for the same.
