New Tore, 25th February. The Herald's Havana correspondent states that some alterations are to take place in the Cuban tariff on the lst, and there is a material reduction of the duties. The small pox was decreasing at Begala. The French transport Jara, which arrived on the Sth inst., with nine hundred French troops from Mexico, whose term of service had expired, is still detained at Havana. There is still a great demand for laborers in Cuba. Large cargoes of Coolies are expected to arrive shortly.
