Instructions as to the delivery of Telegrams, j whether by post, special messenger, boat,, or I otherwise will be telegraphed by the officer in j charge of any station, to the receiving station free of expense to the sender of the Telegram. These instructions together with the charges made, will be written on the back of the Telegram and signed, by the sender. _ When such instructions are included in addresses or ' Telegrams, they require to be signalled twice, and must therefore be paid once when written unnecessarily. Officers in charge are required to exact perfect addresses, to insure the delivery of Telegrams, and the public will be interested in furnishing the shortest and most concise addresses allowable.
