The past liabilitias of the Province having been so far undertaken by the General Government, a wise and economic legislation must ultimately "insure a permanent prosperity. Immigration : Every means consistent with the limits of the Provincial Exchequer, to facilitate this object, and for the permanent settlement of ' the country, would have my undivided support. " I would be in favor of supporting periodical grants, either in money or land, to be devoted to the construction of roads throughout the Province, to be entrusted to Road Boards ; such grants to be equitably distributed.
