T.] TO THE EDITOB OP THE SOUTHLAND TIMES. Sib, — I wish through your columns, to call public attention to the following clause in the Southland Provincial Debts " XT. It shall be lawful for the Governor from time to time after any debentures have been issued under this Act and so long as any such debentures so issued are unpaid to make regulations for the sale letting disposal occupation and management of any Waste Lands of the Crown within the said Province and to sell let and dispose thereof at such prices and in such allotments and generally in such manner as he shall deem expedient Provided that until the Governor shall make any such regulations the Waste Lands of the Crown within the said Province shall be sold let disposed of and occupied under any Act or Acts for the time being in force regulating the said sale letting and occupation thereof." This is now the law of the colony. The Governor, or in other words the Ministry of the day, may with one stroke of the pen, raise or reduce the price of land, and generally make such regulations regarding " the sale letting disposal and occupation thereof "as they please. How this * ever passed the Assembly it is difficult to understand. The attention of our future representatives ought to be called to the serious injury to the prospects of the Province which must follow from the existence of such a law, even if the powers conferred should never be exercised. — I am, &c, John E.
