American news to the 16th inst. : — The Congressional sympathy for Juarez has resulted in the French ambassador sending home for instructions ; and it is rumoured that the French ambassador will leave "Washington if America appoints a Minister to Juarez party in Mexico. The new York Chamber of Commerce has recommended the holding of a cottongrowing convention, to devise means and take steps to raise cotton crops next year equal to the crops preceding the war. On December 28, Her Majesty the Queen of Spain opened the Cortes. In her speech she alluded to the war with Chili, endorsed the recognition of the Italian kingdom, and reiterated her declaration of her intention to watch over the rights of the Holy See. She promised the liquidation of her old debt, and the reduction of the floating debt. London, Dec. 29. Two regiments of infantry troops have been suddenly marched to Dublin. The clipper ship Nassont, bound from the Mersey to Calcutta, has become a total wreck. Her cargo was valued at £50,000. London, Dec, 30. It is rumoured that the Government has resolved to reduce the British army by nearly 900 officers.and 16,000 men. " The Government of Jamaica has passed a bill substituting one Legislative Chamber for the two previously existing. His Excellency the Governor nominates one half the number of members, the other half being elected under a stringent property qualification. London, Jan. 1. The revenue returns up to to December 31st are more satisfactory. The expenditure of the year has proved less than the estimated amount, and the income £1,000,000 more than Mr. Gladstone's estimate. Mr. Maule, Recorder of Leeds, and Sir Roundel! Palmer have been added to complete the Jamaica Commission of Inquiry. American dates to the 20th December state that President Johnson has informed the Senate that the work of reconstruction progresses favourably. General Grant's report expresses his belief that the Southerners are sincere in their professions of loyalty. Mr. Chas. Sumner impeaches the correctness of both statements, and asserts that the Southerners are constantly perpetrating atrocities against the unfortunate freed men. London, Jan. 2. The Empror of Austria has presented the Prince Imperial of France with the Order of St. Stephen, of Hungary. General Marmora has completed the new Italian Ministry. » ...
