JAPAN.
Affairs generally are improving. There is greater stability in trade, and a general improvement is expected. It is now openly avowed that only one Emperor reigns in Japan instead of two, as generally believed. Pears of local disturbances still prevail, as most of the powerful Princes are filling their arsenals, increasing their navies, and improving in military tactics. The allied naval forces have returned to Yokohama, the Ministers having achieved most satisfactory results.
