POSTAL ARRANGEMENTS.
'TO THE EDITOB OF THE SOtTTHLAKD TIMES. The English mail was not delivered with the despatch which is shown in other provinces, and on Monday a mail was made up for Melbourne in the afternoon, of which no notice appeared in the papers. These trifling subjects, as officials may think them, leave a bad impression, and I, for one, instead of praising, would say " mend your ways " — I am, -Sir. yours, respectfully.
