" y Letters sent to or by Seamen and Soldiers in Her Majesty's Service wiU be transmitted within the colony, and between the colony and any postoffice in the British dominions, at a charge of one penny, provided that the foUowing regulations are observed : — 1. Each letter must not exceed half an ounce j in weight. 2. It must be superscribed with the name 0 the writer, his description or class in the 3 vessel or regiment, and signed by the officer at the time in command. ' 3. The postage must be prepaid. t Every letter of this description posted or received in this colony, not in accordance with the . foregoing regulations, wiU be treated as an ordinary letter. Letters on the pubhc service of Her Majesty' naval and military forces are exempted from the ■ payment of postage, if bearing the words "On Her Majesty's Service," and the signature of the > officer in command of the force on the service of ' which the letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing additional expense on the Colonial Government. Letters on the pubhc service of the General Government pf the Colony are transmitted free by post, if bearing the words "On the pubhc service only," and the signature of some officer of the General Government authorised to frank letters. 11. — Registebed Lettees. Registration Fee Ib. In addition to the ordinary postage chargeable on 1 any Letter — except in special cases. ' Newspapers. 1. To any part of the Colony, if published in the Colony Free. 2. Containing only Bank Notes' Orders, BiUs and Promissory Notes, Cheques, Passbooks, or" Bank Returns sent by or to any Bank, or Banker, within the Colony, (provided such parcels are' ecurely closed and sealed, and contain no letter or communication in the nature of a letter, and bear along with the address pf such parceh'the words "Bankers' Parcel, without Letter," subscribed by the sender of such parcel, with his* name and address), shall be received as Book Packets, and shah be transmitted within the" olony, at the same rate as Book Paokets.
