On Tuesday, it Avas again put off ''to the 24th, on which day the mail . steamer left Auckland. : The .delay was, occasioned to. enable the Governor.. to form a Ministry before he met the Assembly. His, Excellency' at once sent for Mr. Weld, arid after much negotiation; the following Government lias been formed :-r— ' : ■ Mr. Weld, Colonial Secretary azid Native Minister ; Mr. Fiteherbert, Colonial Treasurer and Opmmis- • sioner of Customs 5 Mr. Sewell, Attorney-Greneval ; Major Ricßi-dson, PoBtrna3fcLM--Grehev;il ; : Major Atlciiison,' Colonial Defence Minister. We understand that Ml-. Weld laid before His Excellency, in -writting, certain propositions, among which were, that the seat of Government should be moved to Wellington forthwith, and that the troops should be serif away as soon as the Imperial Government agreed to take them— (the colony in the iQeantime paying £40 per head for any soldiers employed at the request of the Ministry.) To these propositions Hi's Excellency is understood to have given a general assent. The Ministry intend to malce : the adoption of itlio Panama Contract a Mhiisterial question-, aad to go out upon it. if not adopted.", ■' , \ The New Zealand Herald of the 23rd says :— "AJVew Zealand Gazette was published last night, further proroguing the Assembly until Thursday! This delay has taken' place, we presume, in consequence of itlie difficulty experienced in forming a new- Ministry. The names of Major Richardson, Mr. Sewell, and My.; Crosbio Ward, are those now spokeu of in connection with that of Mr. Weld."
