AUSTRIA AND PRUSSIA.
The Austrian Houses of Parliament opened on the 12th November. It is rumored that Count Rechberg.Jthe .Foreign Minister of Austria, has resigned, and that his resignation has been accepted. A friendly feeling again exists between Austria and Eussia. The former does not in any way oppose the Franco-Italian Convention. The Convocation of Russian Diets meets early \ in December.
