I In pursuance and in exercise of the powers I vested in the Governor in Council hy the I " Marine Board Act, I860," His Excellency I the Governor, with the advice and consent of the Executive Council of New Zealand, doth [ hereby approve of the following Quarantine j Regulations, made and issued hy the Marine I Board for the several Torts and Harbours in i the Colony of New Zealand, and doth declare I that the same shall he in force from and after I the twelfth day of Jauuary, 1564. The Master of ever} 1, vessel which shall be deemed by the Harbour Master to he liable to Quarantine, shall, on being directed so to do by the Harbour Master, cause such vessel to be anchored in the Quarantine Ground appointed for the Harbour, or forfeit the sum of LSO for every day, or portion of a day, during which he shall neglect or refuse so to do. 2. The master of any vessel so anchored, who shall himself quit, or permit any seaman, passenger, or other person to quit the same, except by authority from the Board of Health hereinafter mentioned, until he shall have been duly admitted to pratique, shall forfeit the sum of LSO in respect to each person who shall so quit the vessel. 3. Every person who shall so nait such vessel shall forfeit the sum of L2O. 4. The Master of every vessel so anchored shall hoist a yellow flag of not less than six breadths of bunting at the main by day, and a light by night in a lanthorn such as is used in 11. M. Navy, and shall keep the same respectively hoisted until released from Quarantine; otherwise he shall forfeit for each offence the sum of L2O. 5. The Master of every vessel so anchored shall deliver to the Harbour Master or other authorised person his Bill of Health, Maniest, Log Book, and Journal, and shall fill

The Master of every vessel so an'chbrgtt who shall suffer any Goods-, Wares, or Merchandise, Packets,, Bbolis, Letters, or other articles td bft unshipped or landed; and any person or persons who shall be concerned in the unshipping or landing of the same; shall forfeit foi; each and every article so unshipped or landed, the sum of twenty pounds: 7. Everj' person or persons wh6 shall knowingly receive any Goods, W'ar'eS-, or Merchandise, Packets-, Package, Baggage, Books, or letters, or any other article whatever, from any vessel so anchored, shall forfeit for each and c*( cry article the sum of twenty pounds. 8. Any person who without the authority of the Board of Health, shall go within the limits of any Quarantine Station when any vessel shall be there at anchor performing Quarantine, or within the limits of any Lazaret whilst the same is occupied, shall forfeit , any sum not exceeding L2O, and shall -be liable to be detained and kept in Quarantine as if he were a passenger of s«eh vessel subject to quarantine. 9. If -any officer or person entrusted with the performance of any duties respecting Quarantine shall in any way neglect his duty, he- shall for each offence forfeit any sum not exceeeding L2O. 10. The Harbour Master nr Pilot shall, immediately after any vessel shall have been anchored in quarantine, report the same to the Resident Magistrate, and to the Health Officer of the Port, or to the person or persons acting or appointed to act for those functionaries. 11. There shall for every Port be a Health Officer, to be from time to time appointed by the Superintendent of the Province, who shall, immediately upon receipt of the said report, visit the vessel so anchored, and if he shall lind that anj' sickness of an infectious or contagious nature exists, or shall then recently have existed on board of her, submit full information with regard thereto to the Hoard of Health hereinafter mentioned. 12. The Board of Health shall consist of the Resident Magistrate of the Port, one or more Justices of the Peace, the Superior Officer of Customs at the Port, and, if the Health Officer be not a medical practitioner, one or more legally qualified medical practitioners, to be appointed by the Superintendent of the Province, of whicli Board the Resident Magistrate shall he the convener. 13. The said Board, or the majority of them, shall have authority to detain any such vessel as aforesaid in Quarantine until every symptom of any infectious or contagious disease as aforesaid shall have disappeared, and until sufficient time to prevent the spread of such disease shall in the opinion of the Board have elapsed .since the last case disappeared, and thereupon to release such vessel from Quarantine and admit her to pratique. . 14. It shall be lawful fov the Superintendent of any Province upon the recommendation of the said Board, to appoint any station oi place within any port or harbour in the said Province for the performance of Quarantine, where all vessels liable to Quarantine, andthe crews, passengers, and persons on board there shall perform the same, and also, ii necessar}', to appoint Lazarets and other places where the crews, passsengers, and other persons, and the goods, wares, and merchandise which shall or may be on board the said vessels shall and may be detained, landed, and kept for the performance of Quarantine. 15. If any person shall, contrary to the provisions of this Act, quit any vessel in Quarantine, or go within the limits of an}' Quarantine Station or Lazaret, it shall be lawful for any Peace Officer or Constable to apprehend him and carry him before a Justice of the Peace, who may, if he think fit, grant his warrant for conveying snch person back to the vessel, Quarantine Station, or Lazaret which he shall have left, there to remain and perform Quarantine. lb'. The aforesaid Board shall have power to prescribe all measures necessary for cleansing, purifying, and disinfecting any vessel in Quarantine, and tbe passengers and crew thereof, ancl the goods, wares, and merchandise therein, and. if necessary, to order the destruction of any clotliing or materials which cannot be cleansed, purified, or disinfected. 17- During the detention of the crew or passengers of any vessel in Quarantine, whether on board or on shore, the master of such vessel shall provide ancl supply provisions for the said crew and passengers on the same scale as during the voyage. 18. During the period any vessel maybe in Quarantine the Resident Magistrate and Health Officer shall visit her alongside from time to time, and institute such regulations as the nature of the case may demand, and the Master or Commander shall carry such regulations into effect, or forfeit for each offence a sum not exceeding twenty pounds.
