EVENING SITTING.
The Deputy Speaker took the Chair at ten minutes past: seven. Present — Messrs. Scott, Chalmers, Stuart, Cowan, M'Kay, Jackson, Wilson, Howell, Rogers, Calder, and Beaven. RKT'KESENTATrON BILL. Mr. TARLTON briefly moved — " The third reading of the Bill." Mr. STUAUT seconded the motion. Mr. WILSON contended that if fourteen members were no more than necessary when tho Province was separated from Otago, surely mo-e than twenty was required to give representation to the increased population. He therefore moved as an amendment— " That tho House go again into committee in order to re-consider clauses 2 and 4-." Mr. M'KAY seconded the motion. Mr. ROGERS woidd support the amendment if the mover and seconder had given any information as to how they proposed to apportion the extra members. Mr. SPEAKER .- If you had been in your seat yesterday you woidd have had that information. Mr. ROGERS bowed with submission to the Chair, and would not under the circumstances support the amendment. Mr. COWAN would suppor tthe amendment. For the information of his colleague, (Mr. Rogers) he stated what had taken placo the previous evening, how additional representatives were voted to certain districts, then the whole overturned by the clause as printed being adopted. A division on the amendment followed. Ayes.— Messrs Chalmers, Cowan, Rogers, Wilson, and M'Kay — 5. Noes. — Messrs Scott, Stuart, Tarlton, "and Howell— 4. Mr. TARLTON protested against the House thus stultifying itself, because one member did not happen to be in his seat when the Bill was discussed at the second reading. He condemned the whole proceeding. The House then went into committee on clauses 2 and 4, the first fixing the number of members, and the other, apportioning the same. After considerable discussion, and three divisions, which resulted in additional members being given to several districts, the Bill, as originally printed, Avas finally carried, on an amendment to that effect. This limits the number of members to twenty, and theh apportionment as already given. Progress was reported, and the House resumed. Mr. TARLTON moved that the Bill be read a third time. Mr. B RAVEN seconded the motion. Mr. M'KAY moved that it be read a third time that day six months. The amendment not being seconded lapsed, and the BiU was read a third time. SL-. TARLTON moved, and Mr Stuart seconded, that the Bill do now pass. Mr. M'KAY emphaticaUy moved that the Bill clo not pass, but again found no seconder*, and the BiU accordingly passed the House.' The remaining business on the order paper was, at the request of Mr. Chalmers, .adjourned tiU to-morrow evening. niS HONOR AND THE COUNCIL. Mr. CHALMERS moved ."That His Honor's message (Nb, 2) 'be taken into .consideration."
