To British Olonies nnd Foreign Countries. To the'Continentof Europe via Trieste: — Not exceeding half an ounce, Is; exoeeding half an ounce. and not exceeding one ounce, 2s ; exceeding one ounce and not exceeding ,two ounces, 4s; and so on, increasing two shillings fore very additional ounce or fraction of an ounce. 6. To Syria and Turkey.— Letters will be forwarded via Alexandria and Jaffa (unless marked for transmission via the United Kingdom), and will be charged ,as follows ; — ' Not exceeding half an ounce, ltd; exceeding half an ounce and not exceeding one ounce, Is lOd ; and so on, increasing one shilling and ten pence for . overy additional ounce or fraction of an ounce; ' 7. To China and the Eastern ; Archipelago.— Letters ' addressed to Hongkong, Penang, Singapore, any. part of China or Japan, the Philippine Islands Java, Sumatra, Borneo, Labuan, the Moluccas, and' Siam, are chargeable as follows t— Not exceeding: 1 half an ounce, ls ; exceeding half an ounce' and not exceeding- one ounce, 2s ; and so on, increasing two shillings for every additional ounce or fraction of an ounce. 8. To Naval ; Officers on Foreign Stations :— Letters addressed to Officers serving on board any of Her Majesty's ships on a foreign station, when sent through the United Kingdom, are chargeable as follows: — Not exceeding half an ounce, Is; exceeding half an ounce and not exceeding one ounce, '2s; exceeding one ounce and not exceeding two ounces, 4s; and so on, increasing two shillings for every additional ounce or fVaction of an ounce- O. To Naval Seamen and Soldiers,— Letters sent to or by: Seamen and Soldiers in Her Majesty's Service will be transmitted within the colony, and between the colony and any Post Office in tbe British dominions, at a charge*" of one penny, provided that the following regulations are observed ; — (I) Each letter must uot exceed half an ounce in weight, (2) lt must be superscribed with the name of th.; writer his description or class in the vessel or regiment, ' and sigued by the Officer at the time in command.: (3) The postage must be prepaid. Every letter of this description, posted or received in this colony, not in accordance with the foregoing regulations, will be treated as an ordinary letter. The postage, upon these letters must in all cases be paid in' advance. 10. Free Letters. — Letters on the Public Service of Her Majesty's Naval and Military. Forces are exempted from the payment of postage, if bearing the words "On Her Majesty's Servico," and the signature of the Officer in command of the force on tlie service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, ov one entailing- additional expense on the Colonial Government. Letters ou the Public Service of the General Government of the Colony are transmitted free hy post, if bearing the words 'On tho Public Sarvice only," and the signature of 'some officei- of the General Government authorised to frank official letters. 11. Registered Letters. — Registration fee, ls, in addition to the ordinary postage chargeable on any letter — except in special j cases. j Nf.wspavers.— l. To any part of the colony, if j published in the colony, and posted within seven i days from publication, free; if not published in the ! colony, or not posted within seven days from pub-. ! lication, each, Id. 2. To the United Kingdom, via ! Southampton, or by direct ship, free; to the United j Kingdom, via Marseilles, ench, 3d. 3. To the ConI tinent of Europe, via Trieste, each, 2d. 4. To Syria I and Turkey (not through the United Kingdom), not ! exceeding "two ounces, ld ; and so on, at the rate of one penny for every additional two ounces. Book. Packkts.— l. To any part of the colony, the Australian colonies, or to the United Kingdom via Southampton: — Not exceeding four ounces, 4d ; exceeding four ounces and uot exceeding eight ounces, 8d; exceeding eight ounces and not exceeding sixteen ounces, Is 4d : and so on, increasing eight pence for every additional half-pound or fraction of half a pound. 2. To the following British colonies : — Ascension, Bermuda, British West Indies, Canada, Capo of Good Hope, Falkland Islands, Gambia, Gold Coast, Heligoland, lonian Islands, Natal, New Brunswick, Newfoundland, Nova Scotia, Prince Edward Island, St. Helena, Sierra Loone, nnd Vancouver's Island: — Not exceeding four ounces, 7d ; exceeding four ounces and not exceeding eight ounces, ls 2d; exceeding eight ounces and not exceeding- sixteen ounces, 2s 4d; and so on, increasing one shilling and two pence for every half-pound or fraction of half a pound. Banker's Parcels, containing only Bank Notes, Orders, Bills, and Promissory Notes, Cheques, Pass Books, or Bunk Rctnms, sent by or to any bank or banker within the colony (provided, such parcels are securely closed and* sealed, and contain no letter or communication in the nature of a letter, and bear, along with the address of snch parcel, the words " Banker's Parcel, without letter," subscribed by the sender of such parcel, with his name and | address), shall be received as book packets, and > shall be transmitted, within the colony, at the same ■ rate as book packets. ■ Regulations. — Prepayment by Stamps. — All let- ! ters, packets, and newspapers, if liable to postage, posted in New Zealand, must be prepaid by affixing postage labels of the colony of sufficient value. I Loose Letters. — All letters received from beyond I seas at any Post Office in this colony, whichhave net boen regularly posted at the place of despatch (loose !ette2-s), are charg-eable with full postage, I according to tlie rates established by the foregoing | tables, unless they are letters which it is not compulsory by law to' send by post, in which case they are chargeable with the inland rate of postage only. Insufficient Payment. — Letters and packets liable to I more than one rate of postage, and addressed to j places within the colony, or to the United Kingdom, ' if bearing at least a single rate, will be forwarded I and charged with the postage deficient, and another I single rate as a five. Letters and packets so ) addressed, and bearing less than a single rateof ! postage, nnd all letters and packets otherwise I addressed, not bearing the full postage chargeable, ' will be detained and returned to the sender in all i cases where practicable. Newspapers, if posted j without prepayment of the full amount, of postage j chargeable, can neither be forwarded to their j destination nor returned to the sender; but will be { delivered or forwarded to the person addressed on ; application within six months at the office where the same were posted, and payment of the deficient I postage in stamps. This rule applies also to letters for the colony of Victoria. Registration. — Auy person can have a letter registered by affixing on it j by means of the proper labels the amount of the ] rcgisiration fee, in addition to the proper postage, I and presenting it at a Post Office during office hours, and at least one hour before the closing o I the mail by which it is desired to be transmitted. j livery precaution will be adopted to ensure the safe delivery of a registered letter by entering it on the I lutter bills, and obtaining a receipt for the same on j delivery. As the Post Office, howeyei', is not responsible for the loss of any letter, whether registered or otherwise, persons sending Bank i Notes or Drafts are advised to take the numbers and particulars, aud to cut the Notes or Drafts in halves, and to send them by different posts. Redirection. — Letters, Newspapers, and Packets will be re-directed from one Post Office to another on the written instructions of the person addressed, but on re-direction are chargeable with a new and distinct rate of postage, to be paid on delivery. Penalties,— Any person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter in any Newspaper or Book Packet, is liable to a penalty of £-20. Size and Weight. — No book packet or.packet of newspapers will be received, nor will any Postmaster be required to receive any letter if it exceed two feet in length, one foot in width or depth, or three pounds in weight. Book Packets to he Open i'or inspection,— Every book packet shall be sent open at the ends or sides, and „there shall be no enclosure sealed or otherwise closed against inspection sent in or with such packet, nor anything printed or written in the nature of a letter. Contents. — With tbe above limitations, a book packet may contain auy number of separate books, maps, prints, or photographs, and any quantity of paper, vellum, 'or parchment, either printed, written on, or plain (exclusive of anything in the nature of a letter, whether sealed or open), with the binding, covering, or mounting attached to or belonging te such book, print, map, or photograph, and. all things legitimately appertaining or necessary "for the transmission of any enclosed literary- or artistic matter, but exclusive of glass in any form. The names and address of the sender nai-.y appear on the cover. * Overland Carriage. — No Postmaster will be required to receive any book packet for transmission by an overland mail, if from its weight or any othei- cause the packet appear calculated to retard the carrier. . . " -" Money Orders. — Money Orders may be o btained and made payable at the following offices in the colony of New* Zealand :— Province of AucklandAuckland, Otahuhu, Wangarei, and Russell ; province of Taranaki— New Plymouth; province of Hawke's Bay— Napier; province of WellingtonWellington and Wanganui; province fof NelsonNelson and Collingwood ; province of Marlborough — Picton and Blenheim; province of Canterbury— Christchurch, Lyttelton, Kaiapoi, and Timaru ; 'province of Otago— Dunedin, Manaherekia ; Junction, Oamaru, Dunstan, Arrow River, Waitahuna, Tuapeka, Queenstown, and Tokomairiro; province of Soutldand— lnvercargill and Riverton. .The commission charged an Money Orders is as follows ;— On the United Kingdom.— For sums not; exceeding £2, ls ; £5, 2s Gd;-£lO, 55..
