Regulations.— Prepayment by- Stamps. — All letters, packets, and newspapers, if liable to postage, posted in New 7.ealnnd,*mnst be prepaid by affixing postaß-e labels of the colony of .sufficient value. Loose Letters.— All letters received, ,frpm .beyond seas at any Post Office in -this colony, which have not been regularly posted et the place of despatch (loose letters), are chargeable with full postage, according to the rates established -by the foregoing tables, unless they ore letters which it^s n6tco*m- : pulsory by law to send by post,' in which case; tbey; are chargeable with the inland rateof postage only. Insufficient Payment. — Letters and,' packets-liable to more than one rate of * postage,- : and "addressed to places within the colonj', 0r.. t0 the "United Kingdom, if bearing at least a single rate, will be forwarded aud charged with the postage deficient, nnd another single rate as a line. Letters and _ packets so addressed, and bearing less than a single rate of postage, and all letters and, 'packets: otherwise addressed, not bearing the .full postage chargeable, willbe detained and returned: to Jthe sender in all cases where practicable. Newspapers, if. -posted without prepayment of the full amount of "postage chargeable,- can neither be forwarded -to : their destination nor returned to the sender ; but will be - delivered or forwarded to the person addressed on; application within six* months at the office where the same were posted, and: payment^f the deficient postage in stamps. This Wile applies also toletters for the colony of Victoria.: Registration. — Any person can have a letter registered by affixing on it by means of the proper labels the amount of the regisiration fee, in addition; to, theiprope.r postage, and px-esenting it at a Post Office during office hours, and _.. at least one hour before the closing o the mail --by; which it is desired to be transmitted. Every prec&utioh will be adopted to ensure the safe [ delivery of" a registered letter by entering it on the , letter bills/ and obtaining a receipt forjthe 'same on ' delivery. As the Post Office, howeyer, is not responsible for the loss Yof; nny_ letter, whether , registered or' otherwise, persons; sending'Bank Notes or Drafts are advised to take the numbers and particulars, and to cut .the Notes or. Drafts in. halves, and to send them by different posts. Be- - direction. — Letters, Newspapers, 5 and Packets will be re-directed from one Post Office ty another on the written instructions j 6f the fpersoriTaddressed, baton re-direction are chargeable with; anew and distinct rate of : postage, to. be paid^ori" delivery. Penalties.— Any person sending as ::exetripty from postage letters not liable to exemption.- or enclosing. , a communication in the' nature of -a letter in any ' Newspaper or Book Packet, is liable^to-a jienalty of '' £io.'
