T>> Naval Seamen and Soldiers. — Letter* sent to or by Senmen nnd Soldiers in Her Majesty's Service will be transtnitfed within the colony, and between the colony and any Post Office in the British dominions, nt n charge of one penny, provided that the following regulations are observed : — (I) Each letter must not exceed half uu ounce in weight, (i) It must lie superscribed with the name of the writer his description or class in the vessel or regiment, and signed by the Officer sit the time in command. (3) The posture mast be prepaid. Every letter of this description, posted or received in this colony, not in accordance wit'li the foregoing regulations, will be treated as &v ordinary letter. The postage upon these letters must in all cases be paid in advance. !0. Kree Letters. — Letters On the Public Service of Her Majesty's Naval and Military Forces are exempted from "the payment of postage, if bearing 1 the words "On Her Majesty's Service," and the signature of the Officer in command of the forcn on the service of which the luttur is despatched. But such Hitter* cannot be. transmitted l.y any irregular routts, or one entailing additional expense on the Colonial Government. -Letters on the Public Service of the General Government of the Colony are transmitted free by post, if bearing the words "On the Pi'blie Service only," and the signature of some officer of the General' Government authorised to frank official letters. 11. Registered Letters.— Registration fee, Is, in addition to the ordinary postage chargeable on any letter— except in special cases. Nk\vsp\>p.rs. — 1. To any part of "the colony, if published in the colony, "ami posted within seven day* trom publication, free; if not published in the colony, or not posted within seven days from publication, pnuh. Ift. '2. To the 'United Kingdom, via Southampton, or by direct ship, free; to the United Kingdom, via Marseilles, each, 3d. 3. To the C»mtineTit of Europe, via Trieste, -each, id. 4. To any part of the colony, the Australian colonies, or to the Unitnd Kingdom via Southampton : — Not RXueerting four ounces, 'Id ; exceeding four ounces and not exceeding eight ounces, 8d ; exceeding eight ounces ami not exceeding sixteen ounces, Is 4d : and so on, increasing eight pence for every additional half-pound or fraction of half a pound. 2. To the following British colonies :— Ascension, Bermuda, Uritish West Indies, Canada, Cape of Good Hope, Falkland Islands, Gambia, Gold Const, Heligoland, lonian Islands, Natal, New Brunswick, Newfoundland, Nova Scotia, Prince Edward Island, Sc Helena, Sit-rra Lfiono, and Vancouver's Island: — Not exceeding four ounces, 7d ; exceeding four ouiippb and not •jxeeeding eight ounces, Is 2il ; exceeding eight ounces and not exceeding sixteen ouncus, -is 4d ; and so on, incrfasinir one shilling and two police for every half-pound or fraction of half a pound. ' BCnkkr's Parckl-', containing only Bank Notes, Orders, Bills, and Promissory Note*," Cheques, Pass Books, or Bank Returns, sent by or to any bank or banker within tlu» colony (proVided such puree's are securely closed and senled, nnd contain no letter or communication in the nature of a letter, nod bnar, along with the address of such parcel, the word's " Bunker's Parcel, without letter," subscribed by file sender of such parcel, with his name and address), shall be received us book, packets, and shall be transmitted, within the colon}-, at the sa;ue rate as book packets. ReornTioNa.— Prepayment by Stamps. — All letters, packets, and newspapers, if liable to postage, posted in New Zealand, must be prepaid by affixing postujre labels of the colony of sufficient value. Loose Letters —All letters received from beyond seas at any Post Office in thi.« colony, which harp n^t been reguhiHy posted at the place of despatch i (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letters which it. is not compulsory by law to" send by post, in which case they are chargeable \ritb the inland rate of postage only, insufficient Payment.— Letters and paekofs liable to more than one rate of postage, and addressed to places w'thin the colony, or to the United Kingdom, if bearing at lea 3' a single rate, will be forwarded and charged with the postage deficient, nnd another sniffle rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters nnd packets otherwise addressed, not bearing the full postage chargeable, will bo detained and returned to the sender in nil cases jwhero practicable. Newspapers, if posted without prepayment of the full amount of postage chargeable, can neither be forwarded to their destination nor returned to the sender ; but will be delivered or forwarded to the person addressed on application within six months at the office when; the same wore posted, and payment of the deficient I postage in stamps. This rule applies also to letters for the colony of Victoria. Registration. — Any person can have a letter registered by affixing on it. by means of the proper labels the amount, of fhu regisiration fee, in addition to the proper postage, j and pve-4Rr.ting it at a Post Office during office 1 hours, and at least one hour before the closing of | the mail by which it is desired to be transmitted. I Every precaution will be adopted to ensure the safi> delivery of a registered letter by entering it on th« letter bills, and obtaining a receipt for the same on delivery. As tho Post Oslico, howeyer, is not responsible for the loss of nny letter, whether registered or otherwise, persons sending Dank Notes or Drafts are advised to take the numbers and particulars, and to cut the Notes or Drafts in halves, und to send them by different posts. He-direction.--Letters, Newspapers and Packets will be re-directed from one Post Office to another on the written instructions of the person addressed, but on rc-direcfion nre chargeable with a new and distinct rate of postage, to be paid on delivery . Penalties, — Any person sending as exempt from postage letters not liable to exemption, or enclosing; a communication in the nature of a letter in any Newspaper or Book Packet, is liable to a penalty of £20. Size and Weight. — No book packet or packet of newspapers will be received, nor will any Postmaster be required to receive any letter if it exceed two feet in length, one foot in width or depth, or three pounds in weight. Book Packets to be Open for Inspection.— Every book packet shall be sent open at the end™ or sides, and there shall be no enclosure sealed or otherwise closed against inspection sent in or with snob, packet, nor anything printed or written in the nature of a letter. Contents. — With the above limitations, a book packet may contain any number of separate books, maps, prints, or photographs, and any quantity or" paper, vellum, or parchment, either printed, written on, or plain (exclusive of anything in the nature of a letter, whether sealed or open), with the binding, covering, or mounting attached to or belonging tH such book, print, map, or photograph, and all thinsrs legitimately appertaining or necessary for the transmission of any enclosed liternry or artistic matter, but exclusive of glass in any" form. The names and address of the sender mi y appear on the cover. Overland Carriage. — No Postmaster will be required to receive nny book packet for transmission by an overland mail, if from its weight or any other cause the packet appear calculated to retard the carrier. Money Orders.— Money Orders may bo o btaiue.d and made payable at tile following 'offices in the colony of New Zealand: — Province of Auckland — Auckland, Otahuhu, Wangarei, and Russell ; province of Taranaki— New Plymouth; province of Hawke's Bay— Napier; province of WellingtonVVe]ling - ton and Wnngnnui; province of Nelson — Nelson and Colling-wood ; province of Mnrlborong-h — Picton and Blenheim; province of Canterbury — Christchurnh, Lytte!ton, Kuiapoi, and Timaru ; province of Otngo — Uunedin, Manuherekia Junction, Oamaru', Dunstan, Arrow River, Waitahuna. Tuapek.fi, Queenstown, end Tokomairiro; province of Southland— lnvercargill nnd Riverton.
