LATEST TELEGRAMS.
The following telegrams were received at Air Reuter's office on the 3rd November : — Paris. Nov. 3. — It is believed that, although the pubic ition of (he official "yellow book" will be postponed, a resume of the home and foreign policy of the Government will be distributed upon the 6th inst. among the senators and deputies It is asserted tint the treaty respecting the cession of the lonian Islands to Greece will be signed in London in a few days. Tomorrow the Emperor will receive the /Vnnamite ambasfadors, who will shortly leave for Madrid. The Emperor will open the session of the Legislature for 1864 in person. The Bourse has been steady. Kentes closed at 67f. 30c, or sc. higher than yesterday. Vienna. Nov. 3. — In to-day's sitiing of the Keichsrath, the Finance Committee recommended a lo;£n of sixty-nine million florins, to cover the deficit. Twenty millions of the loan are to be devoted to relieving the distress in Hungary, and twenty millions to the redemption of the floating debt. Cracow, Nov. 2. — The Russians were defeated by the insurgents, under Bosak, on the 28th of Oc ober, between Chmiebrik and Kielce. Wierzbicki had an engagement witli the Russians on the 26th of October, at Goscieranow, in ihe palatinate of Lublin, which' terminated to his advantage. Many engagements have taken place in the district of Opooseno, in the palatinate 'of' .Kadoom. The Russians continue to make numerous arrests during the night. Lemberg, Nov. 3. — Czachowski. having entrenched himself in .the- mountains-. of St. Croix, defended his' position yesterday until his corps had diminished to eighteen men. He then retreated. Turin, Nov. 3.— The Marquis Pepoli, the Italian Ambassador at the Russian Court, will leave here on Saturday for L'aris, and will afterwards repair to St. Petersburgh, to resume his duties.
