IN FORCE FROM AND AFTER Ist OCTOBER, 1803. Letters. — I.' lnland Lnttcrs.— From any part of New -Zealand to any other part of New Zealand :— Not exc.eediag half an ounce, 2d ; exceeding half an oonce and not exceeding- one ounce, 4d ; exceeding one ounce and not exceeding two dunces, 8d; and so on, .increasing four pence for every additional ounce or fraction of an ounce. 2. To. the United Kingdom.— By Southampton -or by direct ship: — Not exceeding half an ouuee, Cd ; exceeding half an ounce' and not exceeding one ounce, Is; exceeding one ounce and -not exceeding two ounces, 2s; and so on, increasing one shilling for every additional ounce or _ fraction of an ounce. T.> China and thu Eastern Aivhipelago. — Letters addressed to Hongkong, Pawing, Singapore, any part of China or Japan, tb<j Philippine Islands, Java, Sumatra, Borneo," Lab nan, the Moluccas; and Sinai, are changeable as follows :— Not exceeding hat' an ounce, Is; exceeding half an ounce and not exceeding one ounce, "is ; and so on, increasing two shillings for every additional ounce' or fraction of an ounce. 8. To NavalOfficsrs on Foreign Stations .-—Letters addressed to Officers serving on board any of Her Majesty's ships on a foreign station, when sent through the. United Kingdom, are chargeable us follows: — Not exceeding half im ounce, Is; exceeding half an ounce and not exceeding one ounce,.2s; exceeding one ounce nnd not exceeding two ounces, 4s ; nnd so on, increasing two shillings for every additional ounce or fraction of an onnca. 9. To Naval Seamen and .Soldiers, — Letts™ sent to or by Se.traeu and Soldiers in Her Majesty's .Service wilt be transmitted within the colony, and between tho colony and any Post Office iii the British dominions', at a' charge of one penny-, provided that the following regulations are observed :— (I) Each letter must not exceed half an ounce in weight. (2) It must he superscribed with the name of the writer his description or class in the vesspl or regiment, and sicned by the t'KFicer at the time in command. (2) The postage must be prepaid. Every letter of this description, posted or received in this colony, not in accordance with the foregoing- rcgnlafiona, will be treated as an ordinary letter. The po=t»ge upon those letters mast in ail cases be paid in advance. 10. Free ' Letters.— Letters on the Public Service of Her Majesty's Naval and Military Forces are exemnted from 'the payment of ■ postage, if bearing- the' words "Ou Her Slnjesty's Service," and the signature of the Officer in command of the force on the service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing a&uitib'ial expense on the Colonial Government. Letters on the Public Service of the General Government of- the Colony are transmitted frea by post, if bearing the words ."On fhe Pirblic Service only,'' and thu signature of same officer of the General' Government authorised to frank official letters. -11. Registered Letters.— itegistration fee. Is, in addition to the ordinary p^sfng-e chargeable on any letter — except in special cases. ' Ni wsp.mns— I. To any part of the colony, if published in the colony, ' and posted within seven days Iroin publication, free; if not published in the colony, or not posted within seven days from publication, each. Id. 2. To'ttie United Kingdom, via Southampton, or by direct ship,' free; to the United Knigdom, via Ma;-sei'.h.'S, each, 3d. 3. To the Continent of Europe, via IVii-ste, each, 2d. 4. To Syria and Turkey (not through the United Kingdom), not exceeding two ounces, lit; nnd so on, at the rate of one ponn'v for every additional two ounces. Boox. Packets.— l. To any part of the colony, the Anntrnlian colonies, or to the United Kingdom via Southampton-:— Not exceeding four ounces, 4d ; exceeding four ounces and not exceeding eight .ounces, 8d; exceeding eight ounces and not exceeding sixteau ounces, Is 4d : and so on, increasing outht pence for every additional half-ponnd or fraction of half a pound. •£. To tlie following British colonies:— Ascension, Bermuda, BrUisKW^st Indies, • "anada, C;ipe of Good Hope, 'Falkland {stands, Gambia, GoM Cuast, Heligoland, lonian Islands, Natal, New Brunswick, Newfoundland, Nova Scotia, Prince Edward Island, St. Helena, Sierra L<sone, and "Vancouver s Island:— Not exceeding four ounces, 7d; exceeding four ounces and not exceeding eight ounces, is 2d; exceeding eijjht ounces and not exceeding Sixteen dunces,' 2s 4d; and so on, increasing one shilling and two pence for every half-pound or fraction of half a pounti. Banker's Parckls containing only Bank Notes, Orders, Bills, and Promissory Notes, Cheques, Pass Rooks, or Bank Ketorns, sent by or to any bank or banker within the c«louy (provided such parcels are securely closed and' sealed, and contain no letter or communication in the nature of a letter, and bear,' along with the address of such parcel, tlie words " Banker's Parcel, without letter," subscribed by the sender of such parcel, with his name and address), shall be received as book packet*, and shall bo transmitted, within the colony, nt the same rate as book packets. Beguhtions. — Prepayment by Stamps. — Ml letters, pac'.:eis, and newspapers, if liable to postage, posted in New Zealand, must be prepaid by affixing postage labels of the colony of sufficient, value. Loose betters.— All letters received from beyond seas at any Post Office in this colony, which have Uot been regularly posted at the place of despatch (loose letter's), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letter.* which it is not compulsory by law to' send by post, in which case they are chargeable with the inland rate of postage only. Insufficient Payment. — Letters and packets liable to more than one rate of postage, and addressed to places within the colony, or to the United Kingdom, if bearing at leas' a single rate, will bo forwurdn'd nnd cliarjred with the postage deficient, and another sinsrle rlite as a fine. Letters and' pnetcts so addressed, and bearing less than a single niteyf posture, and all latter' and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned to tlie sender in all oases .where practicable. " Newspapers, if post-id without 7irapaympnt. of the full amount of postage chargeable, can neither be forwarded- 'to- their !'e?fiimf:'o:-! nor returned to the Sender ; but. will be delivered or forwarded to the person addressed on application within six months at the office where the same were posted, and payment of the deficient pnsii-ge in stamp 3. This rule applies also to letters for t'trt cdouv of Victoria. Registration. — Any person can have a letter registered by affixing on it by means of the prop'nv labels the amount of the rejrJ-siration fue, in addition to the proper postage, and presenting it at a Post Office during office hours, and at least one hour before the closing of the mail by which it is desired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered letter by entering it on the letter bills, and obtaining a receipt fcr the same on delivery. As the Post Oflice, howeyer, is not responsible for the loss of any letter, whnth-r registered or otherwise, persons sfmdin;? .Bank. N'.res or Drafts are advised to take, the numbers and particulars, and to cut the Notes or Drafts in halves, and to send them by different posts. Redirection.- -tiPtfers, Newspapers, and Packets will be re-directed from one Post Office to another on the written instructions of the person addressed, but on re-direction are chargeable with a new and distinct rate of postage, to be paid on delivery. Penalties. — Any person sending ns exempt from postage letters "not liable to exemption, or enclosing a communication in the nature of a letter in any . Newspaper or Book Packet, is liable to a penalty of £23. Size and Weight.— No !>o!*k packet or packet : of newspapers will' b? received, nor will any Postmaster ba'required to receive any- letter if it exceed two feet in length, one foot in "width or depth, or three pounds in weight. Book Packets to be Open for Inspection. — 13 very book, packet shall be sent open at. the ends or sides, and there . shall _ be no enclosure scaled or ' otherwise closed -ag-njn-st inspection sent in or with such packet, nor anything printed or written in the nature of a lettey. Contents. — With tho above li7nitations, a book packet may contain auy number of separate books, maps, prints, or photographs, and any quantity of paper, vellum, or parchment, either printed, written or, or plain (exclusive of anything in the nature of a letter, whether sealed or open), -with the binding, rorerins-, or mounting: ntblCnPll to Of bftlOUghlg t.O such book, print, map. or photograph, and all" things legitimately appertaining or necessary for the transmission or any enclosed literary or artistic matter, but evchisivc of glass in any form. The names and address of the sender mi y appear on the cover. Overland Carringe.— No Postmaster will ba required to recnive any book packet for transmission by an overland mail, .if from its. weight or any other causa the packet appear calculated to retard tlie carrier. Money O.idkrs.— Money Orders maybe obtained nnd made payable at the following offices in- the colony of New Zealand: — Province of- AucklandAuckland, Otahuhu, Wangarei, nnd Russell; province of Taranaki — New Plyrnobfh; province .of Hawke's Ray — Napier; province of WellingtonWellington and Wanganni; province of Nelson — Nelson and Coliinjrwood ; province of Marlborough — Picton nnd Blenheim; province of Canterbury — Christchurch. Lyttelton, Kuiapoi, and Timaru ; province of Otago— Dunedin, Wanuherekia Junction, Oamaru, Danstan, Arrow River, Waitnhnna, Tuapeka, Qneenstown, and Tokomairiro; province of Southland— lnvercargill ' nnd Riverton. The commission charged on Money Orders is us. r follows ; — On the United Kingdom.— For sums hot exceeding £2, is; £5, 2s 6d"; £10, ss.
