IN announcing the establishment of ft Journal to represent the interests of ttie Western District of the Province of Southland, its promoters would take this rpportunity for briefly explaining the objects they have in view, together with the course of action they propose :to adopt." It will be their aim to co-operate with the two local Journals which have alreadybeen so successful in forwarding the development of the natural resources of the Province, and in advancing it's claims to a fair and equitable measure of Legislative consideration, without which its 'material advancement never can attain to the .permanent footing its numerous capabilities are so well adapted to secure. At the same time, such eo'Operatinn. will always be conducted with a primary, regard to the Western Dictrict of the Province. The Harbor of Riverton has a geographical position that constitutes it the first port of call in the direct line of communication between Victoria and the other produce markets of the Southern Hemisphere ; this fact will receive the' special attention of t ho '"' Rivkrton Timks." and no effort will be lost to impress upon the Provincial Government the rccessity that exists for having it im« mediately placed upon a footing that will recommend it to shippers generally as a port of discharge. • The advantages Riverton possesses as affording the shortest. and easiest access to the Wakatip goldfields — which have proved the richest yet discovered—will be' brought prominently forward, so that every inducement will be afforded for Riverton and the Western District generally deriving the full extnnt of advantage to which its relationship to the Wakatip District entitles it to sustain. As it appears to be the current belief that the lend of the gold follows in the direction of the Western boundary of the Province — while this Journal will he careful to lend every aid.td'thcvfurthernnee of the pastoral and agricultural interests, it will not fail to be watchful of every movement, whether Provincial or otherwise, that may have for its object the development of the mineral resources. The latest local, commercial, trade reports and price lisfs issued by the Home or other colonial markets, will he carefully selected, so that every opportunity will be taken advantage of for placing the merchants of this district in a position to compete with traders in Other part's of the Province as well as those located in neighboring Provinces. The Proprietors of the JRiverton Times need not remind' those to whom they must look tor countenance and support, that the carryingr out of their object efficiently will entnil a very large expenditure, and that, therefore, they expect advantage will be taken <>f their advertising columns to an. extent that will warrant them prosecuting their endeavors to a successful issue. At the same time, the Propinotors would beg Wye to call the attention of the Merchants and Traders of Invercargill and other places to the favorable medium this journal will affoH tor onening un a connection with the residents of the Western District of the Province. Fifteen hundred pounds (£1500) of which will be guaranteed by the Southland Prospecting Association, and one thousand pounds (£1000) by (he Southland Government, in accordance with a notice in th» Government G izette — to the following effect, viz., " That a Reward of £1000 will be paid to any party who shall discover a Payable Goldfield within twelve months from the date horoof, conditionally on the discoverer or discoverers giving satisfactory proof to the Government that 16,00Uozs of gold, the hona fide produce of that particular Field, being within the Province of Southland shall have been realised and brought to Invercargill within 12 months from tbe date -of the discovery, and duly reported to His Honor the S uperin tenrlen t." The Southland Prospecting Association will pay their subsidy of £1500, in virtue of the following resolution passed at a Public Meeting at Invercargill, November Ilth, ISG3, viz. — " That thesaid Reward of £1500 will be paid to such person or persons who may be declared entitled to the Government Reward of £1000. Intending Prospectors are al?o notified of the following resolution passed at the same Meeting, viz. — " That in the event of a payable Goldfield being discovered in tbe Otogo Province, und such Goldfield being shown to be to the advantage of Southland, that the Committee shall have power to give a proportionate reward to the discoverer, and such Money to be raised as the Committee may deem most advisable.
