To China nnd the Eastern Archipelago. — Letters addressed to Hongkong, l J cnang, Sinirßpore, any part of China or Jnpnn, Uie Phillippine Islands, Java, Sumatm, Borneo, Lubnan, the Moluccas, and Siam, are churgeuble ns follows :— Not exceeilinjr h:i'f m onnce, Is; exceeding half nn ounce and not exceeding one ounce, 2s; nnd so on, increasing two shillings for tvery additional ounce or fraction of nn ounce. 8. To Naval Officers on Foreign Stations :— Letters addressed tr> officers serving on hoard any of Her Majesty's ships on a foreign station," when Rent through the United Kingdom, are chargeable as follows: — Not exceeding half an ounce, Is; exceed, ing half an onnce and not exceeding one onnce, ito; exceeding one ounce and not exceeding two ounces, 4s; and so ou, iuereitsing two shillings for every ndditionnl ontice or fraction of nn ounce. 9. To Naval Seamen and Soldiers.— Letters sent to or by Se.unen mid Soldiers in Her Majesty's Service will be transmitted within the ■'colony, nnd between the colony and any Post Office in the Briti-sh dominions, at :i charge of one penny, provided that the following regulations arCfibserveVT:— (l) Each letter must not exceed liTtlf nn ounce in weight. (2) It ntnst be superscribed with rlie name of the writer his description or class in the vessel or regiment, and signed by the Officer at the time in command. (3) The postage must be prepaid. Every letter of this description, posted or received in this colony, nnt in accordance with the foreiroing refutations, will be treated as nn ordinary letter. The postage upon these letters must in all cases be paid in advance. 10. free Letters.— Letters on the Pnblic Service of Her Majesty's Naval and Military Forces are exempted from *thi» prv.-ment of postage, if bearing the words "Ou Her Majesty's Service," and the signature of the Officer in command of the force on the service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing 1 additional expense on the Colonial Government. Letters on the I'uldic Service of the General Government of the Colony are transmitted free by post, if bearing the words "On tin: Prblic Service only," and the signatui-e of some officer of the General' Government authorised to frank official letters. 11. Registered Letters.— KegUtration fee, Is, in addition to the ordinary n"«t«ge chargeable on any letter — except in special cases. Nkwspm-krs — l. To any part of the colony, if published in the colony, 'and posted within seven days trom publication, free; if not published in the colony, or not posted within seven days from publication, each, Id. 2. To the United Kingdom, via Southampton, «r '"by direct ship, free; to the United Kingftnm, via Marseilles, each, 3d. 3. To the Continent of Europe, via Trieste, each, 2d. 4. To Syria and Turkey (not through the United Kingdom),* not exceeding two onnces, Id; und so on, at the rate of one penny for every additional two ounces. Book Packets.— l. To any part of the colony, the Australian colonies, or to the United Kingdom via Southampton : — Not exceeding four ounces, 4d ; excee liner four ounces and not exceeding eight 'ounces, 83; exceeding eight ounces und not exceeding' sixteen ounces, is 4<l : and so on, increasing eight pence for every additional half-pound or fraction of half a pound. 1. To the following British colonies :— Ascension, Bermuda, British West Indie*, Canada, Cape of Good Hope, Falkland Islands. Gambia, Gold Coast, Heligoland, lonian Islands, Natal, New Brunswick, Newfoundland, Nova Scotia, IYince Edward Island, St. Helena, Sierra Leone, nnd 'Vanconvßr's Island: — Not exceeding four ohnces, 7d; exceeding fonr ounces and not exceeding eight ounces, Is 21; exceeding eight ounces aed not exceeding sixteen ounces, '2s 4d ; and so on, increasing one shilliug; und two ponce for every half-pound or fraction of half a pound. Bwrkr's Parcels containing only Bank Notes, Orders, Bills, nisft Promissory Notes, Cheques, Pass Books, or Bank Returns, sent by or to any bank or banker within the colony (provided such puree's are securely closed nnd sealed, and contain no letter or communication in the nature of a letter, and bear, along with the address of such parcel, the words " Banker's Parcel, without letter," subscribed by -the sender of snoh .pit reel, with his name and address), shall be received as book, packets, and sliall be transmitted, within the colony, at the same rate as book packets. Heguhtioxs. — Prepayment by Stamps. — All letters, packets, nnd newspapers, "if liable to postage, posted in New Zealand, must be prepaid by affixing postage labels of the colony of sufficient value. Loose Letters. — All letters received from beyond seas at any Post Office in this colony, which have n,.t been regularly posted at the place of despatch (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letter* which it is not compulsory by law to send by post, in which case they are chargpahle with the inland rate of postage only. Insufficient Payment.— Letters and packets liable to morn than one rate of postage, and addressed to places within the colony, or to the United Kingdom, if bearing at least a single rate, will be forwarded and charged with the postage deficient, and another single rate ns a fine. Letters and packets so addressed, nnd bearing less than a single ratn of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned to the sender in all ca«eß where practicable. Newspapers, if posted without prepayment of the full amount of postage chargeable, can neither be forwarded to their destination nor returned to the sender; but will be delivered or forwarded to the person addressed on application within six months at the office where the same were posted, and payment of the deficient postage in stamps. This rule applies also to letters for tie colony of Victoria. Registration. — Any person can have a letter registered by affixing on it by menus of the proper labels the amount of the registration fee, in addition to the proper postage, and presenting it at a Post Office during office hours, nnd at least one hour before the closing of the mail by which it is desired to be transmitted. Kvrry precaution will be adopted to enstrre the safe delivery of a registered letter by entering it on the letter bills, and obtaining a receipt for the same on delivery. As the Post Office, however, is not responsible for the loss of any letter, whether registered er otherwise, persons sending Bank Notes or Drafts are advised to take the numbers and particulars, nnd to cut the Notes Or Drafts in halves, and to send them by different posts. Redirection. — Letters, Newspapers, and Packets will be re-directed from one Post Office to another on the written instructions of the person addressed, but on re-direction are chargeable with a new and distinct rate of postage, to be paid on delivery.' Penalties.— Any person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter in any Newspaper or Book Packet, is liable to a penalty of £'20. Size and Weight.— No book, packet or packet of newspaper's will be received, nor will any Postmaster be required to receive any letter if it'exeeed two feot in length, one foot in "width or depth, or three pounds in weight. Book Packets to be Open for Inspection.— Every book packet shall be sent open nt die ends or sides, and there sliall be no enclosure sealed or otherwise closed against inspection sent in or with such packet, nor anything printed or written in the nature of a letter. Contents.— With the above limitations, a book packet may contain any number of separate bonks, maps, prints, or photographs, and any quantity of paper, vellum, or parchment, either printed, written on, or plain (exclusive of anything in the nature of a letter, whether sealed or open), with the binding, covering, or mounting attached to or belonging to such book, print, map, or photograph, and all things legitimately appertaining or necessary for the transmission of any. enclosed literary "or artistic matter, but exclusive of glass in any form. The names and address of the sender ro'f.y appear on the cover. Overland Carriage.— No Postmaster will be required to receive any book packet for transmission by an overland mail, if from its weight or any other cause the packet appear calculated to retard the carrier. Money Orders. — Money Orders may be obtained and made payable at the following "offices in the colony of New Zealand: — Province of Auckland — Auckland, Otahuhu, Wangarei, and Russell ; province of Taranaki — New Plymouth; province of Hawke's Bay — Napier; province of WellingtonWellington and Wangnnui; province of Nelson— Nelson nnd Collingwood ; province of Marlbnrough — Picton nnd Blenheim; province of Canterbury — Christchnrch, Lytteltou, Kaiapoi, and Timarn ; province of Otago— Dunedin, Manaherekia Junction, Onmani. Dunstan, Arrow River, Waitahunn, Tnnpeka, Queenstown, and Tokomairiro; province of Southland— ln vercargill nnd River ton. The commission charged on Money Orders is as follows . — On the United Kingdom. — For sums not exceeding £2, Is: £5, 2g Od; £10, s*.
